City Council Meeting Minutes August 4, 2015 <br />and providing an effective date. <br />A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council <br />Member Prewitt, to approve Ordinance 2015 -27, on the first of two readings. <br />The motion carried by the following vote: <br />For: 7- Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />13. Discuss and consider an appointment to fill a vacancy on the Neighborhood <br />Commission, and provide direction to staff. <br />A motion was made by Council Member 'Thomaides, seconded by Council <br />Member Thomason, to appoint Adam Deleon to the Neighborhood <br />Commission. Receive a Staff presentation of the Annual Program Update for the Convention and <br />Visitor Bureau Board, and provide direction to Staff. <br />15. Receive a presentation by Tom Taggart, Public Services Director regarding levels of <br />naturally occurring fluoride in the City of San Marcos water supply, hold discussion, <br />and provide direction to Staff. <br />Tom Taggart, Executive Director of Public Services, provided a brief <br />presentation to Council regarding the naturally occurring fluoride in the San <br />Marcos Water supply. No further direction was provided. <br />16. Receipt of the Highpointe Communities, Inc. petition for the creation of the Trace <br />Public Improvement District (PID) related to the 417 acres, more or less, of property <br />located within the City of San Marcos extraterritorial jurisdiction (ETJ); setting a date <br />for Public Hearing; receive a report from the Council Subcommittee; and provide <br />direction to Staff. <br />Kevin Burke, Economic Development Project Coordinator, provided a brief <br />presentation and asked council to set a Public hearing date on the Ilighpoint <br />Communities PID.
