The <br />Council appointee positions in comparison with the average of the <br />cities surveyed showed the City Manager at 77.7%, the City Attorney <br />at 86.6%, the city Secretary at 79.4% and the Municipal Court Judge <br />at 107.6% levels. Mrs. Liner explained the mid-range is the average <br />of the cities surveyed, with the minimum 20% less and the maximum <br />20% more. The City Manager is now 19% below the average of the -,- <br />cities surveyed after the recent salary adjustment. Mr. Plummer <br />stated the salary range is flawed. Mr. Guerra stated the survey <br />compares San Marcos with Houston and Dallas area cities. Mr. Mooney <br />stated the salaries of Houston and Dallas area cities are higher <br />than this area. The Council discussed obtaining additional <br />information from Austin/San Antonio area cities. Mr. Mooney stated <br />he does not think it is a good comparison with some of the cities <br />listed. Mr. Cox asked who selected the cities surveyed and was <br />advised the consultants and staff. Mr. Hart stated salaries should <br />be based on what the Council thinks staff deserves, but there is no <br />other San Marcos to compare our City to. Police and Fire <br />Departments have received salary adjustments in recent years, and <br />the others have not been adjusted in several years. Mr. Cox does <br />want comparisons made in the Austin/San Antonio area cities for all <br />positions. Mr. Plummer stated we cannot compa~e San Marcos with <br />large cities and wants all positions surveyed. Mr.~ Moore wants <br />Staff to survey the rank and file of this area. Mr. Guerra wants <br />all positions looked at. Mr. Hart did not want further survey <br />information. <br /> <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />advised the Council the December Employee of the Month is Anne <br />Stowe. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br />I <br /> <br />Mayor Morris introduced the city Council's Report. Mayor Morris <br />advised Friday, December 10 at 10:00 a.m. the Lamar Middle School <br />Choir will perform Christmas music. (2) Mayor Morris reminded the <br />Council Student Government Day is December 7. (3) Mayor Morris <br />reminded the Council there will be a Special Meeting at 4:30 p.m. on <br />December 7. (4) Mayor Morris requested the Council review the <br />schedule for the bond issue and advise Mr. Gilley if they plan to <br />participate in the bond rating trip. (5) Mayor Morris advised some <br />of the city Council has just returned from attending the NLC Annual <br />Conference in Orlando. <br /> <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Code, Chapter 551.071 to discuss pending litigation <br />(Sierra Club vs. Babbitt; MacKenzie vs. City of San Marcos) and <br />matters where the City Attorney's ethical duty to the city clearly <br />conflicts with Government Code, Chapter 551; and Chapter 551.074 to <br />discuss duties of a public officer (City Manager).
