flashing light was on at 6:30 in the evening. He spoke with the County Commission again and •
was told the lights are not working. He feels that he keeps getting the run around. There is
already a cross where there had been a head-on collision. He asked Council to keep those roads
up, fix the guard rails and keep debris off the road.
Steven Sheftall, 205 Craddock #61, told Council that he had taken an oath to uphold the
constitution. He sees government everywhere overstepping its boundaries, now the City is trying
to legislate what we can do with our property and overstepping their boundaries as well.
Ryan Boggus, 259 Rush Haven, stated that the Council has overstepped their authority, and this
is a major issue. It is not so much about animals but the rights of the individuals in the
community.
Dottie Barnes, 1419 RR 12, stated that she is against mandatory tagging. She doesn't want to put
a foreign object into a living animal. Tracking is welcoming "big brother". She doesn't have the
right to tell a person what to do, and she can't pass that right to an elected official. She asked
Council to reconsider their thoughts of what they are forcing on the citizens of San Marcos. She
asked if it causes cancer, will Council pay the bill?
Carl Furry, 811 W. San Antonio, stated that he loves living in the community and in an historic
neighborhood. He is here to ask Council to deny 423. His primary reason is the traffic.
Commercial development produces less traffic. Council should also look at the traffic patterns
generated by apartments. Also, given the nature of the remaining acreage, it could create a •
domino effect and result in an apartment gulch. This could be the next Craddock. Construction
of the apartments would only bring jobs for 18 months, but a commercial development would
serve the growing community to the south, and those jobs would stay there.
8. Staff Reports
There were no staff reports.
9. City Council Reports
There were no City Council reports.
CONSENT AGENDA
10. Consider approval of minutes
A. Februarv 17, 2009 Regular Meeting
11. Consider adoption of Resolution 2009-29R, approving master agreements between the
Citv and Lockwood, Andrews & Newnan, Inc. and Jacobs Engineering Group, Inc for
professional engineering on-call services in connection with various water and wastewater
related civil engineering projects in a not to exceed amount of 5200,000.00 per agreement;
authorizing the City Manager to execute each agreement on behalf of the ON and •
declaring an effective date.
RM030309 Minutes Page 4
