Griffin Spell, 101 W. Woods, objected to reconsideration of the question. Council didn't vote it • <br />down, they just didn't vote it up. Why are we trying to rush this through? He has the same <br />concerns as before - traffic. He asked what guarantee do we have that they will do what they <br />say. We need to make it clear what it will look like, where the road will be, etc. <br />Charles Blue, 1001 W. San Antonio, opposed the zoning change by Larry Peel. The <br />neighborhoods were given the opportunity to review zoning in their particular area and were <br />deeply involved in the process. Much time and effort went into the process. At that time, it was <br />determined this property was best suited and utilized as a commercial property. A <br />recommendation was made to council and approved as such. He asked the four that voted <br />honestly and with integrity the last time to vote against this once again. He asked that <br />Councilmember Couch join with them. Mayor Narvaiz and Councilmember Porterfield were <br />asked to vote no to show their support of the neighborhood. <br />Rob Roark, 1804A Hunter, reported that he lives just down the road from this development. He <br />has seen two major accidents with fatalities within 50 yards of where the developer wants to put <br />in his showplace entrance. There will be deaths at this intersection. The developer needs to <br />move the intersection off Hunter Road. He has been before the Commission and thought a no <br />was a no. He reiterated that the road is very dangerous at that blind corner. <br />Olbie Giles, 524 Valley, asked Council to not vote for this mess. They know what Purgatory <br />Creek is and what it can do. She noted there are apartments down the street across from the <br />hospital. This is defeating the purpose having Wonder World going over to RR 12. There will <br />be more traffic going through the neighborhood. She said that Purgatory will rise again. That is • <br />the reason it is in a flood plain. She asked that they widen the street so children will have a bike <br />path. <br />Amy Kirwin, 1131 MLK, supported everyone who had spoken before and requested that the <br />project be denied. The debate started on this ten years ago, and resulted in a viable <br />comprehensive plan. Mr. Theriot knows how the residents feel about this property. The <br />Intersection is a "peak value" intersection, and the true value will not be known until Wonder <br />World goes through to RR 12. <br />MOTION: Upon a motion made by Councilmember Couch and a second by Councilmember <br />Porterfield, the City Council voted four (4) for and three (3) opposed, with Councilmembers <br />Thomaides, Bose and Jones voting against, to approve Ordinance 2009-12, as previously <br />captioned with amendments noted below. The motion carried. <br />• Construction of a center turn lane and deceleration lane on Hunter/Hopkins with the <br />property developer and owner willing to contribute necessary funding towards the design <br />and construction of the approved design. <br />• Adding additional entrance/exit onto Dutton Drive in order to diffuse and distribute <br />traffic away from Hunter/Hopkins. <br />• Adding condition specifying that the units will not be rented by the bedroom. <br />• The PDD, Land Use Amendment and base zoning Ordinance becomes effective only if <br />all of the following events occur within six months of the date of the first reading of the <br />Ordinance. <br />RM030309 Minutes Page 8
