Ron Patterson <br />Fire Chief Dan O'Leary <br />Director of Public Works George Boeker <br />Director of Human Resources Carolyn Liner <br />Director of WIC Eddie Ortega <br />Director of Parks and Recreation Rodney Cobb <br /> <br />Also Present: Lisa Garza, Erasmo Pompa, Renate Rojo, Collette <br />Duran, Leonard Cardenas, Kim Bradley, vicki Fruit, Phil Nabors, <br />Melissa Millecam, Joe Castillo, Jane Hughson, KelTy Franks and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced the ten-minute citizen comment period with <br />City Council. No one signed up to speak during this period. <br /> <br />Mayor Morris introduced confirmation of the City Manager's <br />appointment to the civil Service Commission. Mr. Gilley had no <br />appointment to confirm, and this will be rescheduled October 11. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to complete a vacancy on the Electrical Board. No name was <br />submitted. The city Council directed an amendment to the Ordinance <br />be prepared to allow one at large position or a Master Electrician <br />and presented at the next meeting. -- <br /> <br />Mayor Morris introduced a public hearing regarding the City's <br />Revolving Loan Fund Program, including (1) proposed projects, (2) <br />the amount of funds being requested, (3) the estimated amount of <br />funds proposed for activities that will benefit low/moderate income <br />persons, and (4) the plans of the city to minimize displacement of <br />persons and to assist persons actually displaced as a result of <br />activities, if applicable; and consider approval of pre-applications <br />for funding through the San Marcos Revolving Loan Program and <br />request for final applications for: (A.) J & W Donuts in the amount <br />of $12,500.00 and (B.) proseed (USA), Inc. in the amount of <br />$150,000.00. Mayor Morris opened the public hearing and asked if <br />anyone wished to speak regarding the revolving loan program. The <br />balance of the program is $168,000.00. No one wished to speak, so <br />Mayor Morris closed the public hearing. Bob Ronson stated the <br />pre-application is a 2-step process, and the final application <br />addresses jobs and information of jobs and funds use. This would be <br />a 3-year loan at 1% below prime at time awarded. The loan is for <br />; match funding one-on-one. The loan can be secured with working <br />¡ capital. Mr. Gilley advised there are no solid assets for lien <br />holding but Staff will try to recommend solid citizens for loans, <br />but it would be unlikely for us to have firm standing. Mr. Ronson <br />stated the whole idea of the program is to put people to work. Lynn <br />Brooks of the Texas Department of Commerce stated loan funds could <br />be used for working capital, equipment, renovation and revolving <br />loan fund of incubator. During the period of the incubator <br />contract, it is offset by payments received. Any funds from the <br />city's revolving account that go into the incubator contract would <br />not be seen again in the revolving loan program, but the city would <br />be eligible to apply for other funds available through the Texas <br />capital Funds. vicki Fruit of the Economic Development Council <br /> <br />* Mr. Guerra present at 8:34 p.m. <br />
