The Chamber requested a written letter of <br />support, and the Council requested information be provided to the <br />city to write the necessary letter. <br /> <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />stated the Economic Development Council has requested the city <br />participate in the incubator project in an amount of $168,000.00 to <br />qualify for the project. EDC wants the revolving loan fund and a <br />commitment from the City of an additional $100,000.00 from <br />Water/Wastewater and Electric utility Funds. Mr. Gilley asked if <br />the Council is interested in funding or receiving a presentation <br />from EDC. The Council wants to learn more about the revolving loan <br />fund and expressed interest in participating, but not in the amount <br />of $100,000.00. <br /> <br />Mayor Morris introduced the city Attorney's Report. Mr. Taylor had <br />no report and stated we were all glad to have Mayor Morris back with <br />us. <br /> <br />Mayor Morris introduced the city Council's Report. (1) Mr. Cox <br />asked Mr. Gilley when the Master Plan would be completed. Mr. <br />Gilley advised it would be completed by the end of ~he year. Mr. <br />Gilley stated some of the Neighborhood Associations are currently <br />active, and citizens will have input in the Plan. (2) Mr. Guerra <br />stated he has been appointed to serve on the NLC Nominating <br />Committee. (3) Mayor Morris thanked the Council and in particular, <br />Messrs. Plummer and Hart, for the good job they did in her absence. <br />(4) Mayor Morris expressed concern for some discrepancies that were <br />brought out with our bidding process during the discussion of the <br />Thomas Trucking/Saucedo agenda item and requested some clarification <br />be included in future bidding practices. (5) Mayor Morris thanked <br />everyone for their support during her absence. <br /> <br />Mayor Morris introduced an Executive'Session pursuant to Article <br />6252-17, section 2(e), V.A.C.S., to discuss pending litigation <br />(Sierra Club vs. Babbit; McKenzie vs. City of San Marcos) and <br />matters where the city Attorney's ethical duty to the city clearly <br />conflicts with Article 6252-17.
