2015 -2018 Meet and Confer Agreement <br />Between the San Marcos Professional Firefighters Association and the City of San Marcos, Texas <br />ARTICLE 10 <br />PROMOTIONS <br />Section 1. Eligibility for Promotion <br />A minimum of two eligible Firefighters must sign up for the test and be present at roll call for all <br />promotional examinations. <br />To be eligible to take any promotional examination, all Firefighters must meet the requirements of <br />Article 9, Promotional eligibility for each respective rank. <br />A. Fire Driver /Engineer <br />1. A Firefighter is not eligible for promotion to the classification of Driver /Engineer unless the <br />Firefighter has served in the Department in the next lower classification for at least three <br />years immediately before the Driver /Engineer promotional examination date. <br />2. If there are not at least two Firefighters with three years or more service in the next lower <br />classification who have timely applied to take the examination, and who are present at roll <br />call to take the driver /engineer examination, the Director may open the examination to <br />Firefighters who meet the requirements outlined below: <br />a. First, Firefighters with two years of service, who sign up and show up to <br />take the examination; <br />b. Second, if there are insufficient Firefighters in step "a" above, all Firefighters meeting <br />the requirements outlined in Article 9 regardless of time in rank. <br />B. Fire Captain <br />1. A Driver /Engineer is not eligible for promotion to the classification of Fire Captain unless <br />the Driver /Engineer has served in the Department in the next lower classification for at <br />least two years immediately before the Fire Captain promotional examination date. <br />2. If there are not at least two Driver /Engineers meeting the requirements outlined above <br />with two years of service to take the examination, the Director may open the examination <br />to Driver/ Engineers who meet the requirements as follows: <br />a. First, Driver /Engineers with less than two years of service <br />b. Second, if there are insufficient Driver /Engineers in step "a" above, all <br />Driver /Engineers <br />c. Third, if there are insufficient Driver /Engineers in steps "a" and "b" above, then <br />Firefighters with at least five years or more of service and meeting requirements. <br />Page 18 <br />
