2015 -2018 Meet and Confer Agreement <br />Between the San Marcos Professional Firefighters Association and the City of San Marcos, Texas <br />ARTICLE 16 <br />COMPLETE AGREEMENT <br />Section 1. Complete Agreement <br />The Parties agree that each has had full and unrestricted right and opportunity to make, advance, <br />and discuss all matters properly within the province of meet and confer negotiations. This <br />Agreement constitutes the full and complete Agreement of the parties and there are no others, oral <br />or written, except as specified in this Agreement. It is understood and agreed that the contract may <br />be amended by mutual consent of the Parties to this Agreement. <br />Section 2. Preemption <br />Additionally, this Meet and Confer Agreement preempts, during the term of this agreement (except <br />as otherwise stated) and to the extent of any conflict, all contrary state statutes (including Texas <br />Local Government Code Section 150.021 and Chapters 141, 142, and 143), local ordinances, <br />executive orders, civil service provisions, or rules adopted by the Fire Chief, the City of San Marcos <br />or by any division or agent of the City, including the City Personnel Board and the Firefighters and <br />Police Officers Civil Service Commission, as provided by Texas Local Government Code Sections <br />142.117 and 142.118. <br />Page 28 <br />
