City Council Meeting Minutes August 14, 2015 <br />A motion was made by Mayor Guerrero, seconded by Council Member <br />Prewitt, that the proposed 2015 tax rate be set at a maximum of 53.02 cents per <br />$100 valuation. The motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Council Member Prewitt and Council Member Hughson <br />Against: 0 <br />Absent: 2 - Deputy Mayor Pro Tem Scott and Mayor Pro -Tem Prather <br />5. Consider Staff briefing and Council Member discussion and questions regarding items <br />on the agenda for August 14, 2015 Regular City Council Meeting, to wit Items ( 3-24 ). <br />CONSENT AGENDA <br />3. Approval of the following minutes: <br />July 27, 2015 Budget Workshop Minutes <br />July 31, 2015 Packet Meeting Minutes <br />August 4, 2015 Regular Meeting Minutes <br />4. Approval of Ordinance 2015-26, on the second of two readings, amending the <br />City's 2014-2015 Budget to authorize the expenditure of State Asset Forfeiture Funds <br />in <br />an amount not to exceed $30,380 for the purchase of services and hardware to <br />expand <br />the Police Department's Evidence Management System; and providing an effective <br />date. <br />5. Approval of Ordinance 2015-27, on the second of two readings, amending <br />Article 3 of Chapter 18 of the San Marcos City Code by adding Section 18.095 to <br />create <br />a variance process authorizing food establishments to allow dogs in outdoor dining <br />areas pursuant to Title 25, Section 229.171(c) of the Texas Administrative Code; <br />providing a savings clause; providing for the repeal of any conflicting provisions; and <br />providing an effective date. <br />6. Approval of Resolution 2015-99R approving the terms and conditions of an <br />Interlocal Cooperation Agreement between the City of San Marcos and the Harris <br />County Department of Education which sponsors the Choice Partners Cooperative <br />Program; providing for a cooperative purchasing program for goods and services; <br />designating the City Purchasing Manager as the official representative of the City <br />relating to the Program; authorizing the City Manager or his designee to execute the <br />Interlocal Agreement on behalf of the City; and declaring effective date. <br />7. Approval of Resolution 2015-10OR approving an agreement between the City <br />and Beaty Palmer Architects for the provision of professional architectural services in <br />connection with the Georgia Street Senior Citizens Center Project in a not to exceed <br />amount of $62,740.00 which includes an increase of $19,950.00 above the previous <br />City of San Marcos Page 3 <br />
