EXHIBIT B <br />GRANT CONTRACT BETWEEN THE OFFICE OF THE ATTORNEY GENERAL <br />AND CITY OF SAN MARCOS POLICE DEPARTMENT FOR THE STATE FISCAL <br />YEARS 2010 AND 2011 <br />OAG Contract No. 1014141 <br />GRANT NARRATIVE <br />The following narrative provided by GRANTEE in its FY2010-2011 grant application applies to this <br />contract: <br />The primary focus of the San Marcos Police Department Crime Victim Services Unit is the <br />delivery of direct services to victims of violent crimes, their families/survivors, and secondary <br />victims. The coordinator will be dedicating thirty hours per week to the delivery of these <br />services through personal, mail, or phone contact with crime victims. The coordinator will also <br />be utilizing volunteers in the delivery of these services and as points of contact for police officers <br />on a 24/7 basis. Part of that time will be spent attending patrol roll calls and riding out with <br />patrol officers during the day or night. Exposure to the duties of a police officer will not only <br />assist the coordinator and volunteers in learning about the police activities, but will also make <br />them available to the victims at crime scenes and demonstrate their duties to police officers, <br />increasing the officers' understanding of the roll of the Crime Victim Services Unit and Crisis <br />Response Team. <br />The recruiting of volunteers is important to maintain a level of service to cover the needs of <br />victims on a daily basis. Recruiting in a community the size of San Marcos has its difficulties, <br />but there is a large state university located in the city that offers some short-term availability of <br />volunteers. The coordinator plans to develop a workable system for volunteers based in San <br />Marcos during the regular school semesters. This would include a short term recruiting period, <br />immediate training course, and active assignment as a member of the Crisis Response team. The <br />coordinator will be visiting with community organizations, retiree organizations, and making <br />public presentations about the Crime Victim Services Unit and the Crisis Response Team in <br />order to recruit volunteers and educate the public about the services provided through the <br />program. <br />The coordinator will be attending training conferences related to crime victim services to stay <br />current on trends in the field and to develop contacts with other programs around the state. The <br />sharing of information (what works and what doesn't work) is invaluable for any public servant. <br />The coordinator will attend training for exposure to up-to-date ideas in the field of crime victim <br />services, counseling, advocacy, effects of trauma, coping with stress, and many other aspects of <br />providing services to victims of crime and trauma. This also exposes the coordinator to new <br />instructors for volunteer training conducted by the department. <br />VCLG Contract FYI 0 and FYI 1 <br />Page 19 of 21
