Reservation, or the date that GBRA first delivers water to the City under the additional <br />commitment, whichever occurs first. <br />(2) Other Sources of Raw Water <br />The City and GBRA further agree to work together in an effort to evaluate the joint <br />development and utilization of other sources of supply of raw water for the Plant for the mutual <br />benefit of the Parties and in the best interests of the region. Possible benefits resulting from the <br />joint development and use of such additional sources of supply include stretching and conserving <br />the limited supply of stored water available in Canyon Reservoir, and reducing the overall cost of <br />treated water supplied to all users from the Plant. <br />It is the intent of the Parties through this provision to insure that neither the quality or <br />quantity of treated water produced by the Plant is impaired as a result of the introduction of such <br />raw water to the Plant or to the Raw Water Delivery Facilities. Accordingly, if any additional <br />facilities, modifications to facilities, and/or modifications to the operation or maintenance of <br />facilities are required in order to avoid any such impairment, then the full costs of such <br />additional facilities and modifications shall be borne solely by the Party desiring to supply raw <br />water from the other source. <br />Section 14. Management Committee. <br />Both GBRA and the City agree to the creation of a management committee (the <br />"Management Committee") consisting of up to three representatives from each Party appointed <br />by each Party's chief executive officer. The Management Committee shall perform the following <br />functions: <br />(1) Oversee the design and construction of the Project; <br />(2) Monitor changes in the construction projects to ensure compatibility with the <br />objectives of this Agreement; <br />(3) Recommend whether a consultant should be hired by the City to provide start-up <br />services for the Plant and, if so, provide recommendations regarding consultant <br />selection; <br />(4) Review Plant Operator proposals and provide recommendations to the City; <br />(5) Review annual budgets for the Plant submitted by the Plant Operator and provide <br />recommendations to the City; <br />(6) Review annual budgets for the Raw Water Delivery System submitted by GBRA; <br />(7) Review Plant and Raw Water Delivery System annual audited financial <br />statements provided by the City and GBRA; and <br />-12-
