RECOVERY ACT - Withholding -No OJP "Certification as to Recovery Act Reporting Requirements" Provided <br />The recipient may not obligate, expend, or draw down any funds under this award until-- (I) the recipient has <br />submitted to the program office a completed OJP "Certification as to Recovery Act Reporting Requirements," and (2) a <br />Grant Adjustment Notice has been issued removing this special condition. <br />33. RECOVERY ACT - Withholding - No OAP General Infrastructure investment Certification Provided <br />The recipient may not obligate, expend, or draw down any funds under this award until-- (1) the recipient has <br />submitted to the program office a completed OJP "General Certification as to Requirements for Receipt of Funds for <br />Infrastructure Investments," and (2) a Grant Adjustment Notice has been issued removing this special condition. <br />34. RECOVERY ACT - No OJP Infrastructure Investment Certification Provided; Recovery Act sections 1511 and 1602 <br />Except to the extent, if any, that UJP provides prior written approval to obligate and expend funds to conduct review <br />and vetting required by law, the recipient may not obligate, expond, or draw down any funds under this Recovery Act <br />award for any infrastructure investment project until-- (1) the recipient has submitted to the program office a <br />completed OJP "General Certification as to Requirements for Receipt of Funds for Infrastructure Investments;" (2) <br />section 1511 of the Recovery Act has been satisfied for the infrastructure investment project, including the requirement <br />that an adequate project-specific certification has been executed (by the Governor, mayor, or other chief executive, as <br />appropriate), posted, and submitted to OJP; (3) OJP has approved the proposed expenditure(s), and (4) all applicable <br />requirements under the National Environmental Protection Act and other relevant federal environmental and <br />preservation laws have been satisfied. <br />Pursuant to section 1602 of the Recovery Act, in using any award funds for infrastructure investment, the recipient <br />shall give preference to activities that can be started and completed expeditiously, and shall use award funds in a <br />manner that maximizes job creation and economic benefits. <br />The text of the Recovery Act (including sections 1511 and 1602) is available at wwW.ojp.usdoj.gov/recovery. <br />OJP FORM 4000.2 (REV. 4.88) <br />1' /
