Part 1. General Information <br />1.01. Project Description. The proposed development of approximately 22.506 acres <br />of land out of the Juan M. Veramendi League Survey No. 1, Abstract 17, Hays County <br />Texas and consisting of approximately 12.770 acres of land out of a 17.7345 acre <br />parcel recorded in Volume 1685, Pages 322-326, Hays County Real Property Records <br />and 9.736 acres of land out of a 219.070 acre parcel recorded in Volume 752, Pages <br />33-42, Hays County Real Property Records, (the "Project Site") and can be described <br />as generally located at the northeast corner of Hunter Road (FM 2439) and Wonder <br />World Drive (FM 3407) and being part of the proposed Lot 4, Hunters Crossing <br />Subdivision. Adoption of this PDD and associated Conceptual Plan shall amend the <br />existing Concept Plan for Lot 4, Hunter's Crossing Subdivision. <br />1.02. Project Location. The Project Site is generally located at the northeast corner of <br />Hunter Road and Wonder World Drive west of Dutton Drive, north of Wonder World <br />Drive, east of Hunter Road and south of Purgatory Creek. <br />1.03. Phasing. The Project Site is anticipated to contain 293 units and is expected to be <br />constructed in one phase; however, the project may be developed in multiple phases as <br />necessary to facilitate temporary certificates of occupancy during construction. <br />1.04. Reasons for use of PDD. The Project Site is currently zoned General <br />Commercial (GC) District; however, this site has no frontage on Wonder World Drive <br />and has limited frontage on Hunter Road due to the existing floodplain for Purgatory <br />Creek where it crosses Hunter Road. Based on other similar properties in the area, the <br />use of this site for high density residential would be appropriate. PDD Districts are <br />intended to encourage flexible and creative planning, to ensure the compatibility of land <br />uses, to allow for adjustment to the changing demands to meet the current needs of the <br />community and to result in a higher quality development for the community than would <br />result from the use of conventional zoning districts. The Sector 1 Plan designates this <br />area as general commercial and describes it as a category which is characterized by <br />larger scale commercial development. The sector plan also states that impacts to <br />neighboring uses is greater and that these types of uses should generally be located on <br />major thoroughfares, away from neighborhoods and buffered from incompatible <br />neighboring uses. <br />The Project Site's limited access to a major thoroughfare lends the development of this <br />site to be of a different land use category than is currently designated. This PDD is <br />proposed for the construction of multiple-family apartment residences which will serve <br />as a buffer between two major thoroughfares and the associated nonresidential uses <br />developed along those roadways and adjacent low to medium density residential <br />neighborhoods. The Project's entrances will be located on Dutton Road and Hunter <br />Road. The PDD process allows for enhanced buffering from any surrounding <br />incompatible uses and also allows for the protection of existing environmental features. <br />Planned Development District 2 3/23/2009 <br />Purgatory Creek
