27 Regular Meeting August 23/ 1993 Page 5 Mr. Gilley stated the new salary positions would not be filled until we have a savings of $57,688. Mr. Jenkins provided information to the Council regarding the duties of the proposed Eng. Tech III position and Mr. Kendrick provided the Council with information regarding the Police Reserve Program and what the $66,000 budgeted would fund. Mr. Kendrick stated he would use Reserves for park patrol and has plans to reinstitute the horse patrol. A sergeant position will be needed to coordinate the Reserve Program. The Council discussed the possibility of the old library as a youth/recreation center. Mr. Gilley advised renovations of the police building, fire station and old library could be done with short-term debt. Mr. Moore asked if the City coordinated a water retrofit program how it could be funded. Mr. Gilley stated the Water/Wastewater fund balance of $30,000 could fund the program, and the Council requested this be considered on an agenda after the budget process is completed. Mr. Plummer introduced the City Manager's Report. (1) Mr. Guerra asked what plans for repairs to Candlelight have been made, and Mr. Gilley advised it is in the design phase. Most of the utilities are in the back yards of properties and Staff is trying to get them moved to the front. Mr. Jenkins will prepare a status report, and Mr. Gilley stated the neighbors could be notified through the Neighborhood Association and directly contact the citizens requesting a status. Mr. Plummer introduced the city Attorney's Report. (1) Mr. Taylor stated Judge Bunton will hold a status hearing. Maldef has filed to intervene regarding the selection of the Board. Mr. Taylor advised Ms. Linebarger's office has requested an Attorney General's opinion regarding the City Council's appointment of Billy Moore. Mr. Plummer introduced the city Council's Report. Mr. Plummer announced the NLC-FAIR Subcommittee on Census would meet in San Marcos August 26-28. , Mr. Plummer introduced an Executive Session pursuant to Article 6252-17, sections 2(e) and (f), V.A.C.S., to discuss pending litigation (Sierra Club vs. Babbitt; McFadin vs. Texas Water Commission) and matters where the city Attorney's ethical duty to the City clearly conflicts with Article 6252-17; the purchase of real property and the lease of real property, respectively. Mr. Hart moved to adjourn into Executive Session at 10:04 p.m. and Mr. Moore seconded the motion, which passed unanimously. Mr. Guerra moved to reconvene at 12:39 a.m. and Mr. Hart seconded the motion, which passed unanimously.
