Mr. Jenkins provided information to <br />the Council regarding the duties of the proposed Eng. Tech III <br />position and Mr. Kendrick provided the Council with information <br />regarding the Police Reserve Program and what the $66,000 budgeted <br />would fund. Mr. Kendrick stated he would use Reserves for park <br />patrol and has plans to reinstitute the horse patrol. A sergeant <br />position will be needed to coordinate the Reserve Program. The <br />Council discussed the possibility of the old library as a <br />youth/recreation center. Mr. Gilley advised renovations of the <br />police building, fire station and old library could be done with <br />short-term debt. Mr. Moore asked if the City coordinated a water <br />retrofit program how it could be funded. Mr. Gilley stated the <br />Water/Wastewater fund balance of $30,000 could fund the program, and <br />the Council requested this be considered on an agenda after the <br />budget process is completed. <br />Mr. Plummer introduced the City Manager's Report. (1) Mr. Guerra <br />asked what plans for repairs to Candlelight have been made, and Mr. <br />Gilley advised it is in the design phase. Most of the utilities are <br />in the back yards of properties and Staff is trying to get them <br />moved to the front. Mr. Jenkins will prepare a status report, and <br />Mr. Gilley stated the neighbors could be notified through the <br />Neighborhood Association and directly contact the citizens <br />requesting a status. <br />Mr. Plummer introduced the city Attorney's Report. (1) Mr. Taylor <br />stated Judge Bunton will hold a status hearing. Maldef has filed to <br />intervene regarding the selection of the Board. Mr. Taylor advised <br />Ms. Linebarger's office has requested an Attorney General's opinion <br />regarding the City Council's appointment of Billy Moore. <br />Mr. Plummer introduced the city Council's Report. Mr. Plummer <br />announced the NLC-FAIR Subcommittee on Census would meet in San <br />Marcos August 26-28. , <br />Mr. Plummer introduced an Executive Session pursuant to Article <br />6252-17, sections 2(e) and (f), V.A.C.S., to discuss pending <br />litigation (Sierra Club vs. Babbitt; McFadin vs. Texas Water <br />Commission) and matters where the city Attorney's ethical duty to <br />the City clearly conflicts with Article 6252-17; the purchase of <br />real property and the lease of real property, respectively.
