<br /> 81 <br /> Regular Meeting July 12, 1993 Page 7 <br /> DOCUMENTS ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE <br /> DATE. <br /> Mayor Morris introduced for consideration Item 9(E) removed <br /> from he consensus agenda, approval to authorize sale by public bid <br /> of city property at 1211 Cheatham street (Fire Marshal's Office <br /> property). Mayor Morris moved to table this item until July 26th. <br /> Mr. Guerra second the motion which passed unanimously. <br /> Mayor Morris introduced the Item 10 receiving City Manger's <br /> proposed 1993-1994 Budget and set formal public hearing date and <br /> direct City Secretary to publish notice and summaries. Mr. Gilley <br /> stated that the proposed property tax rate for 1994 is 44Ç per one <br /> hundred dollars of set valuation. Mr. Gilley stated that this <br /> represents an almost 16 cents decrease in current property tax <br /> rate for fiscal year 1993-94 tax fiscal year. Mr. Gilley stated <br /> that the city has seen a steady increase in the sales tax deduction <br /> in the City of San Marcos and once again this year the city is <br /> proposing an increase in sales tax as a result of the improvement <br /> in the local economy. Mr. Gilley stated there is a significant <br /> increase in that revenue source which will allow the city to very <br /> comfortably reduce the property tax rate. The City has been <br /> fortunate to having an addition to the increase in the sales tax <br /> and a significant increase for the first time in a number of years <br /> in property value. Mr. Gilley stated that those increases are <br /> primarily in the commercial values, business equipment and <br /> inventories. Mr. Gilley summarized several points in his budget <br /> policy. Mr. Gilley stated that they are proposing very few staff <br /> positions this year which are five police patrols, a part-time <br /> Library clerk and an Assistant City Manager positions. Mr. Gilley <br /> stated that July 19 and 20th the Council will hold its Budget <br /> Workshops in the Municipal Court Room. Discussion ensued. Mayor <br /> Morris directed staff to hold the public hearings on July 26th. <br /> , <br /> Mayor Pro Tem Plummer introduced for discussion the <br /> disannexation of property in the Ranch Road 12 vicinity and <br /> direction to staff. (Mayor Morris not present at this discussion). <br /> Mr. Gilley stated that according to Mr. Ron Patterson's memo he is <br /> recommending that the City not voluntarily disannex this property. <br /> Mr. Gilley stated that he believes that several items that are <br /> listed the city has been able to follow the service plan. Mr. <br /> Gilley stated that there is no water and wastewater facilities on <br /> site and for a site like this one there would be no requirement for <br /> these types of facilities. Dr. Moore commented on Mr. Patterson's <br /> memo and stated that one is to recall that the service plan was <br /> placed into effect for a different use instead of what they now <br /> have. Dr. Moore stated that the original plan was a multi-family <br /> 55 home subdivision plan which never came to be and now they want <br /> to planned it as a single family residential. Dr. Moore stated <br /> that the city does not meet all the items on the service plans such <br /> as no police patrol, fire trucks can not get out there because <br /> there is no road and no wastewater lines. Dr. Moore stated that if <br /> the city does not voluntarily disannex this property they will <br /> pursue legally with a petition. Discussion ensued. Mr. Plummer <br /> stated that he was in favor of this disannexation. Mr. Cox stated <br /> that his primary concern other than any inequity to the property <br />I owner would be what it would do to the City's ability to regulate. <br /> Mr. Cox stated that those concerns have been expressed and can <br /> probably dealt with discussions between Dr. Moore and the staff. <br /> Mayor Morris introduced a discussion regarding Single-Member <br /> Districts and direction to Staff. Mayor Morris stated that for <br /> sake of order and direction that in talking to the public and <br /> noticing the Council she sees something that is very obvious and <br /> could be very hurtful in the community. Mayor Morris asked the <br /> Council to put their personal philosophies aside for the time being <br /> as information is gathered. Mayor Morris stated that while looking <br /> at those statistics the Council has the privilege of expressing <br />
