FOR A <br /> GROUNDWATER ASSESSMENT IN THE AREA OF THE MUNICIPAL LANDFILL; <br /> AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE A VACATING <br /> INSTRUMENT FOR A PORTION OF THE SUNRIDGE PUD SUBDIVISION; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> , <br />Mayor Morris introduced for consideration Item 10.(D) (2) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APRPOVING THE REMOVAL OF ENTERPRISE PROJECT DESIGNATION, <br /> AND THE RELEASE OF ENTERPRISE PROJECT BENEFITS FOR THE CTEC <br /> FACILITY; REQUESTING APPROVAL BY THE TEXAS DEPARTMENT OF <br /> COMMERCE FOR DESIGNATION OF THE CFAN FACILITY AS AN ENTERPRISE <br /> PROJECT; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Resolution and Mr. Hart seconded <br />the motion. Staff advised the Council CFAN wants to apply to be <br />considered an enterprise project. The Council voted unanimously for <br />adoption of the Resolution. <br />Mayor Morris introduced a presentaiton by Ann Young, ASLA, and Staff <br />on concept for Downtown Improvements, Phase I. This project will <br />include a preliminary design of the sidewalks downtown. Ann Young <br />reviewed with Council a sketch which showed complete replacement of <br />the sidewalks with colored sidewalks, striping of parking areas and <br />lighting fixtures with an historic decor, large shade trees in the <br />islands and handicap ramps. Mr. Gilley advised approximately <br />$90,000 remains in the Downtown Water Improvements that could be <br />used to fund this master plan phase. Mr. Gilley advised the San <br />Antonio side would cost approximately $100,000 for construction, not <br />including the design and survey work. Mr. Moore stated we need to <br />accommodate the ADA requirements, and Mr. Gilley advised that has <br />brought this project back to the forefront. Mr. Gilley stated the <br />lighting could be funded by the Electric utility. Mr. Gilley stated <br />Staff is seeking whether or not to proceed with the design of the <br />project, as funds are available to do so. At a later time Staff <br />could bring information to the Council for their guidance in how to <br />fund construction of one side of the Square. Mr. Gilley also stated <br />CDGB funds could be used for this project. Council directed Mr. <br />Gilley to proceed with the design phase. <br />
