and adopted by the city council. <br />SECTION 4. That there is hereby appropriated the amount <br />shown in said City of San Marcos Program and Budget 1981-1982 <br />necessary to provide for a sinking fund for the payment of the <br />principal and interest and the retirement of the bonded debt of <br />said city. <br />SECTION 5. Should any part, portion, section or part of a <br />section of this ordinance be declared invalid or inoperative or <br />void for any reason by a court of competent jurisdiction, such <br />decision, opinion or judgment shall in no way effect the remaining <br />portions, parts, sections or parts of a section of this ordinance, <br />which provisions shall be, remain and continue to be in full <br />force and effect. <br />SECTION 6. That all ordinances and appropriations for which <br />provision has heretofore been made are hereby expressly repealed <br />if in conflict with the provisions of this ordinance. <br />SECTION 7. That the importance of this Ordinance creates an <br />emergency and an imperative purpose necessary that the provisions <br />of the Charter requiring all ordinances be read at three separate <br />meetings and that no ordinance shall become effective until the <br />expiration of ten (10) days following the date of its final <br />passage, be suspended, and this ordinance shall take effect and <br />be in full force and effect from and after its adoption and <br />publication in a newspaper of general circulation within the city. <br />1981. <br />PASSED, APPROVED AND ADOPTED <br />Attest: <br />-yi <br />Janis K.
