129 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 27, 1981 PRESENT: Mayor Pro-Tem Berry R. James Council Members Karl W. Brown Robert L. Cavazos John A. Kreczmer Elida A. Mendez Tess Norris City Manager City Secretary City Attorney Finance Direcnor Acting Director of Public Works Director of Public Safety A.C. Gonzalez Janis K. Womack Barbara Edwards Earl Williams George Boeker Robert Minnie Also Present: Joe Froh, Dr. Ken Long, Kelly Kilber, John Davidson, Chris Bishop, Gene Hildebrandt, Jane Wilson, Greg Echols, Mike Gos- sett, Daniel Brown, Joe Garza, Colonel R. Beechinor, Dinah Elwell and others. The Mayor Pro-Tem called the meeting to order at 7:30 p.m. Mr. James introduced for consideration approval of the minutes of the Emergency Meeting held July 9, 1981. Mrs. Norris moved to approve the minutes and Mrs. Mendez seconded the motion, which passed unanimously. Mr. James introduced for consideration approval of the minutes of the Regular Meeting held July 13, 1981. Mr. Brown noved to approve the minutes and Mr. Kreczmer seconded the motion. On roll call the follow- ing vote was recorded: AYE: Brown, Cavazos, James, Kreczmer and Mendez. NAY: None. ABSTAIN: Norris. Mr. James introduced for consideration approval of the minutes of the Emergency Meeting held July 15, 1981. Mr. Kreczmer moved to approve the minutes andMr. Brown seconded the mOtion. On roll call the fol- lowin9 vote was recorded: AYE: Brown, Cavazos, James, Kreczmer and Mendez. NAY: None ABSTAIN: Norris. Mr. James introduced for consideration approval of the minutes of the Special Meeting held July 20, 1981. Mrs. Norris moved to approve the minutes and Mrs. Mendez seconded the motion. On roll call the follow- ing vote was recorded: AYE: Cavazos, James, Kreczmer, Mendez and Norris. NAY: None. ABSTAIN: Brown. Mr. James introduced for consideration nominations to fill the unex- pired term of Stanley Sissom on the Planning and Zoning Commission. Mr. Brown moved to table the nominations until such time as there was a "full" Council, after the election of Mayo~ and Mrs. Norris seconded the motion. On roll call the following vote was recorded: AYE: Bro~n, James, Kreczmer, Mendez and Norris. NAY: Cavazos. ABSTAIN: None.
