He indicated what caused him the most concern <br />was the good-faith negotiations of the automatic termination within <br />six months. He said he would be hesitant to recommend a cancel "at <br />any time" arrangement. He said in the future L.C.R.A. may not have <br />as cooperative personnel to negotiate with as now. He asked the Coun- <br />cil for some direction in which Mr. Gonzalez and he could continue <br />negotiations in this area. Mayor Craddock moved that Mr. Gonzalez and <br />Mr. Butler proceed to clarify negotiations and have authority to approve <br />a good-faith letter which would include the right to negotiate a six- <br />month provision, and Mr. James seconded the motion, which passed unani- <br />mously. <br />Mayor Craddock introduced for consideration the adoption of a Resolution <br />accepting a grant from the Federal Aviation Administration, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ACCEPTING A GRANT FROM THE FEDERAL <br />AVIATION ADMINISTRATION TO INSTALL MEDIUM INTENSITY <br />RUNWAY LIGHTS ON RUNWAY 12-30, INSTALL A BEACON AND <br />LIGHTED WIND CONE, MARK RUNWAY 12-30, GRADE A PORTION <br />OF A SAFETY AREA FOR RUNWAY 12-30; ACCEPTING THE LEGAL <br />REVIEW OF THE PROPOSED GRANT AGREEMENT BY ALBERT M. <br />WALKER; AUTHORIZING THE MAYOR EMMIE CRADDOCK TO EXE- <br />CUTE THE GRANT AGREEMENT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mr. Brown moved to adopt the Resolution and Mr. Kreczmer seconded the <br />motion, which passed unanimously. <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion approving and ratifying an amendment to the Contract between the <br />City and Hays County National Bank, the caption which was read as fol- <br />lows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING AND RATIFYING AN AMENDMENT <br />TO THAT DEPOSITORY CONTRACT TO SECURE FUNDS OF CITY <br />OF SAN MARCOS BETWEEN SAID CITY AND HAYS COUNTY NA- <br />TIONAL BANK APPROVED BY RESOLUTION OF SETPTEMBER 8, <br />1981, AND EXECUTED SEPTEMBER 9, 1981 AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Brown moved to adopt the Resolution and Mrs. Mendez seconded the <br />motion, which passed unanimously. <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance amending Section 2-31 of the Code of Ordinances to provide classi- <br />fication of Policemen and Firemen and salary increases, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE CODE OF <br />ORDINANCES OF SAID CITY TO PROVIDE FOR THE CLASSIFI- <br />CATION OF ALL CITY OF SAN MARCOS POLICEMEN AND FIRE- <br />MEN; TO INCREASE THE SALARY IN EACH JOB CLASSIFICATION <br />AND DECLARING AN EMERGENCY. <br />Mr. James moved to adopt the Ordinance and Mr. Kreczmer seconded the <br />motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on second <br />reading amending 6-17 and 6-26 of the Code of Ordinances to change <br />the times during which the Cemetery is open to the public, the caption <br />which was read as follows:
