47 <br />RESOLUTION NO. 1981-63R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, ACCEPTING A GRANT FROM THE <br />FEDERAL AVIATION ADMINISTRATION TO INSTALL MEDI- <br />UM INTENSITY RUNWAY LIGHTS ON RUNWAY 12-30, IN- <br />STALL A BEACON AND LIGHTED WIND CONE, MARK RUNWAY <br />12-30, GRADE A PORTION OF A SAFETY AREA FOR RUN- <br />WAY 12-30; ACCEPTING THE LEGAL REVIEW OF THE <br />PROPOSED GRANT AGREEMENT BY ALBERT M. WALKER; <br />AUTHORIZING THE MAYOR EMMIE CRADDOCK TO EXECUTE <br />THE GRANT AGREEMENT; AND DECLARING AN EFFECTIVE <br />DATE. <br />WHEREAS, the City Council of the City of San Marcos, Texas, on <br />August 24, 1981, authorized Mayor Emmie Craddock by motion on said <br />date to submit an application to the Federal Aviation Administration <br />to make improvements to the San Marcos Municipal Airport; and <br />WHEREAS, the Federal Aviation Administration on September 24, <br />1981, has approved a project for development of the San Marcos Muni- <br />cipal Airport which will include the installation of medium intensity <br />runway lights on Runway 12-30; installation of a beacon and lighted <br />wind cone; marking of Runway 12-30; grading a portion of safety area <br />for Runway 12-30; and <br />WHEREAS, the Federal Aviation Administration has submitted a <br />Grant Agreement which must be executed before September 30, 1981 and <br />is attached and made a part of this Resolution; and <br />WHEREAS, in the absence of the City Attorney Barbara Edwards, <br />the Mayor instructed the City Manager A. C. Gonzalez to seek the le- <br />gal assistance of Albert M. Walker, Attorney and former City Attorney; <br />and <br />WHEREAS, Albert M. Walker has reviewed the proposed Grant Agree- <br />ment and associated materials from the Federal Aviation Administration <br />and has found them to be in good order; and <br />WHEREAS, the City Council of the City of San Marcos, Texas on <br />this date has found it desirous to accept the Grant from the Federal <br />Aviation Administration to develop the San Marcos Municipal Airport; <br />and <br />WHEREAS, the City Council by this action authorizes the Mayor <br />Emmie Craddock to execute the Grant Agreement between the City and <br />the Federal Aviation Administration; and <br />WHEREAS, the City Council has budgeted capital improvements <br />funds in the Airport Fund sufficient to meet the financial require- <br />ments of this action; now, therefore, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. That the City of San Marcos, Texas enter into an Agree- <br />ment,which is attached and made a part of this Resolution, with the <br />Federal Aviation Administration for the purpose of receiving a Grant <br />of $110,000.00 to install medium intensity runway lights on Runway <br />12-30; install a beacon and lighted wind cone; mark Runway 12-30; and <br />grade a portion of safety area for Runway 12-30. <br />PART 2. That the City Council of the City of San Marcos, Texas <br />accept the legal review of the proposed Grant Agreement conducted by <br />Albert M. Walker finding the Agreement to be acceptable and proper.
