Womack <br />Barbara Edwards <br />Earl Williams <br />Robert Minnie <br />Also Present: Dr. Joel Goldman, Jeff Watkins, Virginia Nicolaidis, <br />Chris Bishop, Bill Pryatel, Nina Pryatel, Roger Jenkins, Jake Kraus- <br />kopf, students from San Marcos High School government class, Kelley <br />Kilber, Bobby Whiteside, members of Lions Club, Joe Dobie, Shirley <br />Wickersham, Jim Gandy, Brenda Smith, Jane Wilson and others. <br />Mayor Pro-Tem Berry James called the meeting to order at 7:30 p.m. <br />Mr. James introduced for consideration approval of the minutes of <br />the Regular Meeting, held November 9, 1981. Mrs. Norris moved to ap- <br />prove the minutes and Mr. Kreczmer seconded the motion, which passed <br />unanimously. <br />Mr. James introduced for consideration approval of the minutes of <br />the Emergency Meeting held November 16, 1981. Mr. Brown moved to <br />approve the minutes and Mrs. Mendez seconded the motion, which passed <br />unanimously. <br />Mr. James introduced for consideration approval of an appointment to <br />fill the unexpired term on the Central Texas Higher Education Author- <br />ity of Mr. C. D. Marshal, whose term expires in February, 1983. The <br />Council by memoranda to the City Secretary had placed in nomination <br />prior to the meeting the names of John Morrisset and Bib Underwood. <br />On roll call the following vote was recorded: <br />Brown: Underwood <br />Cavazos: Morrisset <br />James: Morrisset <br />Kreczmer: Underwood <br />Mendez: Morrisset <br />Norris: Morrisset. <br />Mr. Morrisset will complete the unexpired term of Mr. Marshal on the <br />Central Texas Higher Education Authority, and the City Secretary was <br />instructed to place Mr. Underwood's name in nomination on the next <br />Board opening. <br />Mr. James introduced for consideration an appointment from the Plan- <br />ning and Zoning Commission to fill the vacancy of Stanley Sessom on <br />the Belvin Street Historical District. Mr. Brown moved that Aart <br />Millecam be appointed to replace Mr. Sessom and Mr. Kreczmer second- <br />ed the motion, which passed unanimously. <br />Mr. James introduced for consideration adoption of an ordinance on <br />emergency amending Chapter 27, entitled "Taxicabs" of the Code of <br />Ordinances, the caption which was read as follows:
