RECOMMENDATIONS <br />Facilities and Programs_ <br />1. Bikeway facilities should be developed throughout the City of San Marcos <br />in accordance with the proposed Bikeway System. <br />2. A numbered and/or named routing system for commuter routes should be <br />established. <br />3. A recreational routing system which would include rides of varying lengths <br />and interests as well as directing cyclist to parks and recreation centers <br />should be developed. <br />4. The Hike-and-Bike Trail system should be expanded, with facilities <br />constructed out of the flood plain wherever possible to allow use during and <br />after periods of heavy rainfall. <br />5. A program should be established and sufficient funds allocated for the <br />continual maintenance of designated bikeways to keep them clear of glass, <br />gravel, dirt, potholes, and other debris. <br />6. Bicycle parking facilities should be installed throughout the city in <br />accordance with bikeway implementation, such that: <br />- a high degree of security and convenience is provided, <br />- the bicycle interfaces with other modes, especially <br />transit, and <br />- bicycle parking is required in significant new development. <br />7. Traffic control signals should be adapted to accomodate bicycle use along <br />major routes. <br />8. Bicycle-related accidents should be reviewed annually and measures <br />instituted to deal with hazardous locations. <br />9. Lighting along bikeways should be provided where appropriate. <br />Ordinances and Regulations <br />1. Current City ordinances regarding bicycles and motorists' relationship <br />to bicycles should be revised, to: <br />- update definitions <br />- improve the registration/licensing system <br />-increase flexibility for cyclists to mix with automobile <br />traffic where turning movements and hazards dictate it. <br />d <br />-1-
