5. Invocation <br />Debbie "Morningstar" Adams, of the Cherokee Candle Shop, provided the invocation. <br />• <br />6. Pledge of Allegiance <br />Councilmember Terry led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Brandi Townsend, 1106-B W. Mary, Austin, Texas, stated she was the spokeperson for Randall <br />Lavender of 109 W. McCarty, and read a letter from Mr. Lavender (attached to the minutes). He <br />owns the Texas Health and Racquet Club and favors awarding the San Marcos wastewater <br />treatment plant project to Keystone Construction. <br />Ricky Luna, 5301 Robinson Lane, Austin, Texas, stated that he has been employed by Keystone <br />for fifteen years and was speaking on behalf of himself and other employees. He reported that <br />Keystone has constructed numerous water and wastewater plants. It is important for their <br />employment to have this project. He knows they can construct this project and does not <br />understand why it would be awarded to a non-local contactor. <br />Nick Carlisle, 100 Palo Duro Lane, Liberty Hill, Texas, stated that he is a part owner with his <br />father of Keystone. He reported that his dad wanted to be here but he is starting new wastewater <br />treatment plant for the Texas Department of Corrections today. They have constructed several <br />jobs together. They have finished on time, sometimes early and under budget. They have also <br />done some local projects in Buda and Leander. He asserted that the company is plenty capable <br />to build this plant. He believes it is in the City's best interest to award this to a local bidder. <br />Joe Lindeman, 2121 Ave. J, Arlington, Texas, with Archer Western Construction, stated they are <br />currently the largest water/wastewater treatment plan builders in Texas. It is what they do, and <br />what they do best. <br />S. Staff Reports <br />There were no staff reports. <br />9.
