TEXAS STAT E <br />UNIVERSITY <br />SAN MARCOS <br />The rising STAR of Texas <br />May 5, 2009 <br />Mr. Rick Menchaca <br />City Manager <br />City of San Marcos <br />603 East Hopkins <br />San Marcos, Texas 78666 <br />Dear Mr. Menchaca: <br />Texas State University-San Marcos appreciates this opportunity to express our full <br />support of the City of San Marcos' proposed improvements to Loop 82 over the Union Pacific <br />Railroad. Construction of this project will significantly improve safety and regional mobility as <br />well as facilitate economic development in the San Marcos area. The city is to be commended <br />for recognizing and addressing pressing transportation needs in the area. <br />The University is particularly supportive of the City's decision to pursue a Pass-Through <br />Funding Agreement with TxDOT. This innovative funding tool will allow the City to proceed <br />with construction in the near future rather than incurring delay associated with traditional <br />funding methods. Accelerating completion of this project will save taxpayers millions of dollars <br />in construction costs while providing major benefits to the community in reduced traffic <br />congestion, economic development, job growth, and a strengthened tax base. <br />Mindful of President Trauth's concerns for the aesthetics of this overpass as expressed in <br />her letter to Mayor Narvaiz of February 15, 2006, we are looking forward to working with the <br />City on this important endeavor.
