Russell, P.E. <br />Assistant Executive Director <br />Innovative Project Development <br />125 E. 11`h Street <br />Austin, Texas 78701 <br />Re: Pass-Through Toll Finance Program Call - 2009 (Texas Transportation Commission Minute Order 111710 <br />Approved February 26, 2009; Texas Register, March 13, 2009) <br />Dear Mr. Russell: <br />By this transmittal, the City of San Marcos, Texas is submitting a proposal in response to the Texas Department of <br />Transportation (TxDOT) 2009 Program Call for highway projects on the state highway system under a pass-through toll <br />agreement. Enclosed is the City of San Marcos' proposal, in hard copy and in pdf format on compact disk. The proposal, in <br />hard copy and in pdf format on compact disk, is also herewith being submitted to Mr. Robert Stuard, P.E., TxDOT Austin <br />Interim District Engineer. <br />The City of San Marcos is seeking a Pass-Through Funding Agreement with the Texas Department of Transportation (TxDOT) <br />for the Loop 82 Roadway Improvements project which consists of roadway improvements along Loop 82 from West Bugg <br />Lane to Thorpe Lane. Most importantly, the project addresses needed safety and mobility improvements of Loop 82 <br />(Aquarena Springs Dr.) at the Union Pacific Railroad line (UPRR) by providing an Overpass. The City of San Marcos currently <br />has 24 major at-grade railroad crossings which divide the City west and east causing vehicles delays of over 656 hours per <br />day. These delays interfere with emergency services as well as commerce and mobility within the City. The Aquerena <br />Springs corridor represents the gateway to the City of San Marcos, Texas State University, and the Hays County Courthouse. <br />Completion of this project, in addition to safety and mobility benefits will further enhance economic development <br />opportunities in the area through improved access to the Loop 82 corridor and regionally significant areas such as Texas <br />State University. <br />The City of San Marcos appreciates your consideration of this proposal.
