Extending bar hours to 2 a.m. could possibly attract last call drinkers so San Marcos <br />might get an influx from surrounding communities i.e.: Wimberley, Uhland, New <br />Braunfels. <br />Parking <br />Downtown Parkinq <br />Staff has looked into use of area businesses' extra parking spaces for Downtown <br />employee parking. Consideration regarding how far people are willing to walk and <br />ensuring that the route is safe are key elements when identifying feasible parking areas. <br />Staff is also researching valet parking options. The Main Street Program Manager <br />mentioned there was a local company interested in providing valet parking at one time. <br />She will check with the company to see if they are still interested in providing the service. <br />Staff will also look into short-term options that can be implemented as recommended by <br />the Downtown Master Plan. <br />Conditional Use Permits (CUPs) <br />The Task Force discussed potential problems with TABC CUPs resulting from extended <br />hours of alcohol sales. The main points are outlined below. <br />Amending existing CUPs <br />The Development Services Director provided an overview on the total number of <br />Conditional Use Permits (CUPs) in the City and Central Business Area. There are 68 <br />total CUPs in the City, with 21 permits in the CBA of which 14 are unrestricted and 7 are <br />restricted. <br />It is possible that existing CUPs would need to be amended to reflect the extended hours. <br />According to the LDC, 4.3.4.2(a) (2), CUPs may continue to operate until, "...There is a <br />significant change in the name of the establishment, or any physical or operational <br />change in the business that increases off-site impacts to surrounding properties." <br />There are several possible interpretations: <br />1. The change in hours increases off-site impacts city-wide (all CUPs must be <br />amended) <br />2. The change in hours increases off-site impacts only in a certain area, i.e. <br />outside the CBA (CUPs outside the CBA must be amended) <br />3. The change in hours does not increase off-site impacts (no CUP amendments <br />required)
