<br /> 83 <br />Regular Meeting April 26, 1993 Page 5 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AWARDING A CONTRACT FOR THE PURCHASE AND INSTALLATION OF <br /> AUDIO EQUIPMENT TO PRO LINE VIDEO; AUTHORIZING THE CITY MANAGER <br /> TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY AND <br /> DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING FINAL PAYMENT TO AMERICAN INFRASTRUCTURE, INC. <br /> FOR COMPLETION OF THE UNIVERSITY-L.B.J. 8" WASTEWATER MAIN <br /> REHAB PROJECT; ACCEPTING THE PROJECT FOR USE BY THE CITY; <br /> AUTHORIZING FINAL PAYMENT IN THE AMOUNT OF $74,686.52; AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced Item 6.D.(6) removed from the consensus <br />agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, RESCINDING A TAX ABATEMENT CERTIFICATE ISSUED BY THE <br /> CITY TO SAN MARCOS FACTORY STORES, LTD.; DECLARING A DEFAULT <br /> UNDER THE CITY'S TAX ABATEMENT AGREEMENT WITH SAN MARCOS <br /> FACTORY STORES, LTD.; PROVIDING A TIME PERIOD FOR CURE'OF THE <br /> DEFAULT; AND DECLARING AN EFFECTIVE DATE. ~ <br />Mayor Morris moved to table consideration of the Resolution and Mr. <br />Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced the city Manager's Report. (1) Mr. Gilley <br />advised the Council the city is in receipt of a letter concerning <br />details of the Edwards Underground Water District's toilet retrofit <br />program, wherein they have offered to pay $50.00 for each retrofit. <br />They have offered $30,000.00 with the City to match funding and <br />administer the funds in the program. EUWD would provide educational <br />information. Staff was directed to'contact EUWD regarding <br />additional information on the program and to also request <br />information regarding bringing septic tanks on line. (2) Mr. <br />Gilley advised the Council he was in receipt of a recommendation <br />from the citizen's Task Force for a Better San Marcos to provide <br />four new basketball courts and to renovate two basketball courts in <br />city neighborhood parks before summer begins. Mr. Jeff Kester <br />estimated the new courts to cost approximately $13,000.00 each. Ms. <br />Kissler suggested service organizations be contacted to contribute, <br />and Mr. Gilley advised the Task Force will attempt to get financial <br />assistance from the neighborhoods. The Council requested <br />information regarding costs be provided at the next meeting. (3) <br />Mr. Gilley advised the Council the City Council's Budget Workshop <br />has been scheduled at the Fish Hatchery on May 6 and 7 beginning at <br />9:00 a.m. <br />Mayor Morris introduced the city Attorney's Report. Mr. Taylor <br />advised the Council the Senate is supporting S.B.1320. The City is <br />being represented at the hearings by Messrs. Moore and Taylor and <br />Mrs. Millecam. Two defendants in the Sierra lawsuit have settled, <br />and the remaining defendants may appeal to the Fifth Circuit Court <br />of Appeals, although in Mr. Taylor's opinion their appeal may be <br />hollow. <br />Mayor Morris introduced the city Council's Report. Mayor Morris <br />advised the Council she serves on the Governor's Commission on <br />Disabilities and wishes to form a Mayor's Commission on Disabilities <br />if the Council desires. She would like the 14 areas of disability <br />to be represented on the Commission and stated the Governor's <br />Commission would assist the Commission for a period of time and then <br />the Commission could spin off to operate independently. The Mayor <br />requested the Council review the information and a decision could be <br />reached at the next meeting whether or not to have such a <br />Commission. <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, sections 2(e) and (f), V.A.C.S., to discuss pending <br />
