• Rodney Cobb, Director of Community Services, reported on a retrofit of City facilities. <br />Preliminary energy audits have been performed by SECO and Johnson Controls. The next step <br />will be a detailed performance analysis to identify possible projects and funding options. <br />Direction was given to staff to fund: 1) Energy Star Replacement Program ($125,000); 2) <br />Energy Star Rebate Program ($125,000); 3) City Facility Retrofit ($100,000); 4) develop a <br />sustainability plan ($25,000); and 5) Sustainability Officer ($73,290). <br />28. Remove from table and update and discussion on the current Bulky Waste Program, <br />and provide direction to staff. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Jones, the City Council voted five (5) for and none (0) opposed, to remove this <br />item from the table. The motion carried unanimously. <br />Oscar Hairell, Operations Manager for Transportation, provided an overview of the current bulky <br />waste/brush program and services. Program and service enhancements will include an education <br />component, neighborhood services with "on demand" collection (increase funding $15,000), out- <br />of-cycle pickups by TDS (new operational budget of $13,000), and weekly bulky waste/brush <br />pickups by TDS (90 cents/household/month). <br />• Council consensus was: 1) fund "on demand" $15,000; 2) the individual should be charged for <br />out-of-cycle pickups; 3) educate the public for three months and bring back to Council before <br />enforcement measures are begun; and 4) there was no support on the weekly bulky waste/brush <br />pickups. <br />29. Question and answer session with press and public. <br />There were no questions. <br />30. Adiournment. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Terry, the City Council voted five (5) for and none (0) opposed, to adjourn the regular session of <br />the San Marcos City Council at 10:24 p.m. on Monday, May 11, 2009.
