(b) The fact a conviction is being appealed has no effect on the disqualification of the • <br />applicant or applicant's spouse. <br />(c) The license, if granted, shall state on its face the name of the person to whom it is <br />granted, the expiration date and the address of the sexually oriented business. The license shall <br />be posted in a conspicuous place at or near the entrance to the sexually oriented business so that <br />it may be easily read by a visitor to the premises at any time. <br />(d) A moratorium on the issuance of licenses for sexually oriented business is imposed <br />for a period of time commencing on May 11, 2009 and ending on November 30. 2009 ("the <br />Moratorium Period"). During the Moratorium Period, the Chief of Police shall not accept any <br />applications for sexually oriented business licenses and shall not issue any sexually oriented <br />business licenses, regardless of the date any particular application was filed. During the <br />Moratorium Period, the Planning and Zoning Commission shall study the future land use map, <br />Zoning map, and the text of the Land Development Code and shall forward its recommendations <br />to the City Council concerning the regulation of sexually oriented businesses and the location of <br />such businesses through zoning; <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of <br />this ordinance will continue in force if they can be given effect without the invalid portion. <br />SECTION 3. All ordinances and resolution or parts of ordinances or resolutions in is <br />conflict with this ordinance are repealed. <br />SECTION 4.
