D. Records. The Chamber shall maintain complete and accurate financial records of <br />each expenditure of the CVB Funds and, at the request of the City Manager or his designee, or as <br />may be required by law, shall make the records available for inspection and review during <br />normal business hours. <br />II. USE OF CVB FUNDS <br />A. Advertising. The Chamber shall expend the CVB Funds for general promotional <br />and tourist advertising for the City of San Marcos and conducting a solicitation and operating <br />program to attract visitors, minority tourists and conventions to the City. Specifically, the <br />promotional and tourist advertising under this paragraph shall be aimed at four priority target areas <br />established by the City Council: <br />1. Sports Tourism; <br />2. Cultural Arts and Heritage Tourism; <br />3. Conventions and Conferences; and <br />4. Shopping Tourism. <br />Additional funds have been added to the fiscal year 2015 -2016 CVB Funds in the amount of <br />$50,000 to promote additional fall advertising dollars that will be used to offset declines in hotel <br />occupancy tax revenue that occurred during the summer of 2015 due to the Memorial Day flood. <br />B. Itemized Budget. The Chamber shall snake these expenditures in conforinance <br />with the Convention and Visitor Bureau budget for fiscal year 2015 -2016 which is marked <br />Exhibit "A" and attached to this Contract for all purposes as though fully set out herein. The <br />Chamber Board, on recommendation of the Convention and Visitor Bureau Advisory Board ( "CVB <br />Advisory Board "), may approve amendments to the budget to transfer funds among line items. <br />The Chamber acknowledges that the City's approval of this budget, and the CVB Advisory <br />
