Mr. Guerra moved to appoint <br />- Ryan Garrison, student, which passed unanimously. <br /> <br />Ms. Kissler introduced for consideration approval of six <br />appointments to the Central Texas Higher Education Authority. Ms. <br />Kissler moved to reappoint Fred Markham, reappoint Sam Cooper, <br />reappoint Jerry Niemiec, reappont Gilbert Conoley, reappoint Al <br />Lowman and appoint Diane Sellers, which passed unanimously. <br /> <br />Ms. Kissler introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE "SAN MARCOS, A TEXAS <br />NATURAL!" PROGRAM; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Plummer seconded the motion, which passed unanimously. <br /> <br />Ms. Kissler introduced for consideration approval of an Ordinance on <br />second reading, the caption which was read as follows: <br /> <br />¡ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />I TEXAS, AMENDING CHAPTER 29, TRAFFIC, OF THE SAN MARCOS CODE OF <br />ORDINANCES; ESTABLISHING EFFECTIVE HOURS FOR SCHOOL ZONE SPEED <br />LIMITS; PROVIDING FOR SEVERABILITY; PROVIDING FOR A PENALTY; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on second reading and <br />Mr. Guerra seconded the motion. Mr. Guerra moved to amend the <br />Ordinance in section 29-10. (c) to add a second sentence, "Additional <br />times for school zone speed limits at specific locations may be <br />established by separate ordinance and included in the traffic <br />register," and adding the following wording for SECTION 2 and <br />renumbering the remaining sections, "SECTION 2. A school zone speed <br />limit shall be in effect between 11:00 a.m. and 1:00 p.m. on school <br /> <br />* Mayor Morris was not present at this meeting. <br />
