RESOLUTION NO. 2015-144R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AUTHORIZING AN APPLICATION FOR <br />A MITIGATION GRANT FOR SAN MARCOS; AND DECLARING <br />AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City of San Marcos sustained historical damage and destruction during the <br />Memorial Day Floods of 2015. As a result, certain Mitigation Grants have <br />become available to our community to provide long term relief in preventing <br />future flood damages. <br />2. Several evaluations of community's potential risks and hazards, and commitment <br />to reducing the long -term consequences of those hazards have been implemented <br />with the City Mitigation plan. The Mitigation plan outlines goals within our <br />community and identified risk reduction strategies for hazards that threaten <br />certain areas. <br />3. The Mitigation Action Plan also includes floodplain mitigation portion to comply <br />with the Flood Mitigation Assistance Program (FMA) and FEMA'S Community <br />Rating System Program (CRS) <br />4. The Mitigation for this disaster event includes the potential "buyout" of a <br />recurring damage area and preventing recurring losses. <br />5. This grant is only payment for 75% of the total cost of the grant and the city <br />would be responsible for the remaining 25 %. While this resolution does not <br />provide for the specifics of the plan nor adopt authorize this policy as final, it does <br />allow the staff to seek application and authorization of funds from federal sources <br />for council consideration. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br />PART 1. The City Manager is authorized to execute the grant request on <br />behalf of the City. <br />PART 2. The City Council will have final authority to accept the grant and <br />determine policy and programing implementation for such grant if awarded. <br />PART 3. This resolution is in full force and effect immediately from and <br />after its adoption. <br />
