<br />92 <br /> <br /> <br />Regular Meeting April 13, 1992 Page 4 <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NUMBER 1 <br />TO AN AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND HIDELL <br />ARCHITECTS; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT <br />NUMBER 1 ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mr. Plummer <br />seconded the motion. The Council discussed the Junior Service <br />League's playscape and possible alternate sites, Rio vista Park and <br />Rio vista Annex. The Council discussed waiting until after the <br />election (May 2) to determine whether or not the multi-purpose <br />facility is approved by the voters before approving this agreement. <br />Mr. Hart moved to table consideration until the May 11 Meeting and <br />Mr. Hernandez seconded the motion, which passed unanimously (Mr. <br />Guerra not present to vote). <br /> <br />Mayor Morris introduced for consideration award of bid for aluminum <br />sign blanks and reflectorized signs. Mr. Plummer moved to award bid <br />to Highway Signs and Paint of Carrollton, Texas, in the amount of <br />$6,894.65 and Ms. Kissler seconded the motion, which passed <br />unanimously (Mr. Guerra not present to vote). <br /> <br />Mayor Morris introduced for consideration award of bid for the <br />purchase of transformers for the Electric Utility Department. Mr. <br />Moore moved to award bid to (1) Techline, Inc. of Austin, Texas in <br />the amount of $19,120.00 and (2) Temple, Inc. of San Antonio, Texas <br />in the amount of $8,410.00, and Ms. Kissler seconded the motion, <br />which passed unanimously (Mr. Guerra not present to vote). <br /> <br />Mayor Morris introduced for consideration award of bid for the <br />purchase of water meters for the Public Works Department. Ms. <br />Kissler moved to award bid to G. A. Powers Company of San Marcos, <br />Texas in the amount of $13,549.00 and Mr. Moore seconded the motion, <br />which passed unanimously (Mr. Guerra not present to vote). <br /> <br />Mayor Morris introduced a discussion regarding the proposed rate <br />change by Pedernales Electric Cooperative. Mr. Bennie Fuelberg, <br />General Manager of PEC, stated PEC is asking for two amended <br />tariffs, which they have filed with the cities involved and with the <br />Public utility Commission. The LCRA rate case established an <br />interruptible tariff, and PEC is therefore filing these amended <br />tariffs to calculate LCRA's power cost adjustment on the basis of <br />interruptible power only and calculate the customers' pass-through. <br /> <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />advised the Council the budget process began this date, and the <br />Council Budget Policy Statement Workshop needs to be set. The <br />Council asked the City Manager to proceed with making the <br />arrangements for the meeting with a facilitator on May 8 (Mr. Guerra <br />present at 8:29 p.m.). <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mayor <br />Morris stated the city's bond rating meetings in New York went well. <br />She stated our State has a fiscal decline, but San Marcos was able <br />to show we our fiscally sound. (2) Mr. Moore stated he and Mr. <br />Guerra had attended TML's Community and Economic Development <br />Committee Meeting. The Committee passed a package of information <br />provided by Staff which would be distributed soon. (3) Mr. Guerra <br />stated Tom Martin recently served on the Public Safety Policy <br />Committee. Mr. Guerra stated a subco1tm\ittee will review the <br />composition of the TML Board and revision of the Constitution to <br />more appropriately represent cities of Texas. (4) Mr. Moore stated <br />the Water Commission has scheduled three hearings to discuss water <br />quality issues, whether or not to extend San Antonio's permit to <br />Applewhite and whether or not to issue a wastewater reuse permit for <br />San Antonio. One of the hearings will provide a definitive finding <br />on the issuance of Paul's management plan. <br />
