City Council Meeting Minutes November 17, 2015 16. Consider approval of Resolution 2015-164R, approving and ratifying an amended and restated Interlocal agreement with Hays County related to cooperative disaster relief efforts involving debris removal and disposal of household hazardous waste; authorizing and ratifying the City Manager's execution said agreement on behalf of the City; and declaring an effective date. 17. Approve Change in Service #2 in the amount of $119,294 to APAI under the Water Master Plan Project for impact fee update analysis and a direct potable reuse study. PUBLIC HEARINGS - 7:00 P 18. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2015-52, creating a designated permit area under Section 82.189 of the San Marcos City Code that allows parking by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday on both sides of the 600 block of Blanco Street; amending the traffic register to reflect such designated permit area; and providing for an effective date, and consider approval of Ordinance 2015-52, on the first of two readings. A motion was made by Council Member Gregson, seconded by Council Member Derrick, to approve Ordinance 2015-52 on the first of two readings. The motion carried by the following vote: For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 Absent: 1 - Council Member Prather Recused: 1 - Deputy Mayor Pro Tem Prewitt NON CONSENT AGENDA 19. Consider approval of Resolution 2015-165R, establishing a five year review period to evaluate the effectiveness of financial incentives previously granted to stimulate residential development in San Marcos and determine if there is a need to offer additional incentives including Public Improvement Districts, Tax Increment Reinvestment Zones, and Chapter 380 Economic Development Grants; and declaring an effective date. Main Motion: A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Derrick, to approve Resolution 2015-165R, as captioned. Motion to Amend: A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council Member Hughson, to amend by striking the "s" in "residential developments" in parts 1, 2, and recital #6 so it reads "residential development."
