City Council Meeting Minutes November 17, 2015 <br />16. Consider approval of Resolution 2015-164R, approving and ratifying an amended and <br />restated Interlocal agreement with Hays County related to cooperative disaster relief <br />efforts involving debris removal and disposal of household hazardous waste; <br />authorizing and ratifying the City Manager's execution said agreement on behalf of the <br />City; and declaring an effective date. <br />17. Approve Change in Service #2 in the amount of $119,294 to APAI under the Water <br />Master Plan Project for impact fee update analysis and a direct potable reuse study. <br />PUBLIC HEARINGS - 7:00 P <br />18. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2015-52, creating a designated permit area under Section <br />82.189 of the San Marcos City Code that allows parking by permit only between the <br />hours of 8:00 a.m. and 5:00 p.m., Monday through Friday on both sides of the 600 <br />block of Blanco Street; amending the traffic register to reflect such designated permit <br />area; and providing for an effective date, and consider approval of Ordinance <br />2015-52, on the first of two readings. <br />A motion was made by Council Member Gregson, seconded by Council <br />Member Derrick, to approve Ordinance 2015-52 on the first of two readings. <br />The motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Hughson, Council <br />Member Derrick and Council Member Gregson <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />Recused: 1 - Deputy Mayor Pro Tem Prewitt <br />NON CONSENT AGENDA <br />19. Consider approval of Resolution 2015-165R, establishing a five year review period to <br />evaluate the effectiveness of financial incentives previously granted to stimulate <br />residential development in San Marcos and determine if there is a need to offer <br />additional incentives including Public Improvement Districts, Tax Increment <br />Reinvestment Zones, and Chapter 380 Economic Development Grants; and declaring <br />an effective date. <br />Main Motion: A motion was made by Mayor Pro -Tem Thomaides, seconded by <br />Council Member Derrick, to approve Resolution 2015-165R, as captioned. <br />Motion to Amend: A motion was made by Deputy Mayor Pro Tem Prewitt, <br />seconded by Council Member Hughson, to amend by striking the "s" in <br />"residential developments" in parts 1, 2, and recital #6 so it reads "residential <br />development."
