City Council Meeting Minutes November 17, 2015 <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />22. Consider approval of Resolution 2015-168R approving an Economic Development <br />Incentive Agreement, pursuant to Section 1.4.4.1 of the Land Development Code <br />("LDC'), between the City of San Marcos and Stamper Family, L.L.C. that grants a <br />waiver of the requirement under Section 4.3.4.2 of the Land Development Code that a <br />restaurant in the Central Business Area must be in operation for at least six months <br />before it may sell beer and wine for on -premises consumption; and at least 12 months <br />before it may sell mixed beverages for on -premises consumption in connection with a <br />proposed restaurant at 194 South Guadalupe Street; authorizing the City Manager to <br />execute said agreement on behalf of the City contingent upon the issuance of a <br />Conditional Use Permit for on -premises consumption of alcoholic beverages by the <br />Planning and Zoning Commission; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Mayor <br />Pro -Tem Thomaides, to approve Resolution 2015-1688, as captioned. The <br />motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Prewitt, <br />Council Member Hughson and Council Member Derrick <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />Abstain: 1 - Council Member Gregson <br />23. Discuss and consider an appointment to fill a vacancy on the Greater San Marcos <br />Partnership Board of Directors, and provide direction to staff. <br />A motion was made by Mayor Guerrero, seconded by Council Member <br />Gregson, to approve the appointment of Mayor Pro T'em Thomaides to the <br />Greater San Marcos Partnership. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Prewitt, <br />Council Member Hughson, Council Member Derrick and Council Member <br />Gregson <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />24. Discuss and consider the appointment of a City Council Member to serve on the <br />Economic Development Board to fill a vacancy left by Former Council Member Ryan <br />Thomason. <br />A motion was made for the appointment of Council Member Gregson to the <br />Economic Development Board.
