c)Wateror wastewaterfacilities; <br />d)Air or water pollution control facilities; <br />e)Public Safety facilities; <br />f)Streets and roads; <br />g)Drainage and related improvements; <br />h)Demolition of existing structures;and <br />i)Any improvements or facilities that are related to aQualified Project that the EDSM <br />Boardand or the City Councildetermines willpromote or develop new or expanded <br />business enterprises that create or retain primary jobs. <br />Section 4. Additional Uses of Funds. For projects that do not create or retain primary jobs, the <br />Fund may be usedto provide the following: <br />a)Certain public infrastructureimprovements thatpromotenew or expanded business <br />enterprises. The Fund may be used to assist with public infrastructure that promotes <br />new or expanded business enterprises; however, those improvements are limited to <br />streets and roads, water and sewer utilities and electric utilities. <br />b)Airport Facilities.The Fund may be used to assist with land, buildings, facilities,public <br />infrastructure, and other improvements required,or suitable for,the development or <br />expansion of airport facilities. <br />c)Entertainment, tourist,and convention facilities.The Fund may be used to assist with <br />entertainment, tourist, and convention facilities, including auditoriums,amphitheaters, <br />concert halls, museums and exhibition facilities. <br />Section 5. Procedures. The process for approval of the use of the Economic Development <br />Supplemental Fund shall be: <br />a)Analysis of proposed Fund use by theGreater San Marcos Partnership; <br />b)Review and Recommendation by the EDSM Board; and <br />c)Considerationand Final Approval by the City Council. <br />2 <br />
