<br />3 <br /> <br /> <br /> <br />Regular Meeting February 10, 1992 Page 3 <br /> <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING FOR A FIXED ASSETS INVENTORY; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emegency and Mr. <br />Plummer seconded the motion. Mr. White advised the Council the City <br />will be able to maintain the inventory on software with periodic <br />updates adding new equipment and will have depreciation schedules. <br />The preliminary report will be provided in 80 days. The Council <br />voted unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO INCREASE BUDGETED GRANT FUNDING FOR A TRASER <br />TRAFFIC SAFETY PROGRAM AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING FOR LOOP 82 UTILITY RELOCATION; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held January 27, 1992, adoption of two Ordinances on <br />third and final reading, approval for use of Water/Wastewater <br />Contingency Funds in the amount of $6,780.00 for the City's 10% cost <br />participation for relocation of utilities and existing improvements <br />for street improvements by the State on SH123, for adoption of seven <br />Resolutions and for approval to change the Regular Meeting date of <br />Monday, March 9, 1992 to Monday, March 2, 1992 at 7:30 p.m. on <br />consensus. Mr. Guerra moved to approve the minutes of the Regular <br />Meeting held January 27, 1992, to adopt the two Ordinances on third <br />and final reading, to approve the use of contingency funds for <br />improvements on SH123, for adoption of the seven Resolutions and for <br />approval to hold a Regular Meeting on Monday March 2, 1992 by <br />consensus and Mr. Hart seconded the motion, which passed <br />unanimously. The captions of the Ordinances and Resolutions read as <br />follows: <br /> <br />Adoption of Ordinances on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3-2 OF THE CITY CODE TO CHANGE THE <br />SUPERVISION OF ANIMAL CONTROL SERVICES FROM THE POLICE CHIEF TO <br />THE DIRECTOR OF ENVIRONMENTAL HEALTH; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; AND <br />PROVIDING AN EFFECTIVE DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX A - GENERAL ZONING ORDINANCE OF THE <br />CODE OF ORDINANCES OF THE CITY BY AMENDING SECTION 2(A) (3) WITH <br />REGARD TO NOTIFICATION OF OWNERS OF PROPERTY WITHIN 200 FEET OF <br />A PROPOSED ZONING CLASSIFICATION CHANGE; AMENDING THE <br />DEFINITION FOR THE DIRECTOR OF PLANNING AND DEVELOPMENT <br />SERVICES, ADDING A DEFINITION FOR KENNEL AND DELETING THE <br />DEFINITIONS FOR TOURIST COURT AND USED CAR LOT IN SECTION 4; <br />CHANGING THE TERMS nDIRECTOR OF PLANNINGn AND npLANNING <br />
