<br />97 <br /> <br /> <br /> <br />Regular Meeting July 13, 1992 Page 3 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO TRANSFER FUNDING FOR CONTINUOUS PROPERTY <br />SOFTWARE AND TRANSITION COSTS FROM THE ELECTRIC UTILITY <br />OPERATING FUND TO THE ELECTRIC UTILITY CIP FUND; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Plummer seconded the motion. Mayor Morris asked Mr. Gilley if <br />the transfer of funds was urgent, and Mr. Gilley stated there is <br />some urgency, but we can wait for three readings. Mr. Gilley <br />encouraged the Council to adopt the Ordinance on emergency to <br />expedite the management of the City's fiscal affairs to place funds <br />where they are most needed. Mayor Morris moved to amend the <br />Ordinance to be adopted on emergency and Ms. Kissler seconded the <br />motion. Ms. Kissler stated she agrees budget amendments should be <br />done on emergency to place funds where they are most needed, and the <br />City cannot be expected to plan a budget so precisely for a whole <br />year. Mayor Morris stated she was concerned the City had made every <br />effort to expedite processes and that we should not stretch out this <br />process. On roll call of the amendment, the following vote was <br />recorded: <br /> <br />AYE: Moore, Morris, Kissler, Plummer. <br /> <br />NAY: Hernandez, Hart. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed (five votes to pass on emergency). On roll call <br />for approval of the Ordinance on first reading, the Council voted <br />unanimously for approval of the Ordinance. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ARTICLE V, STANDARDS FOR PUBLIC RIGHT-OF-WAY <br />ACCESS, OF CHAPTER 5, BUILDINGS AND BUILDING REGULATIONS, OF <br />THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE MAXIMUM <br />DRIVEWAY WIDTH FOR OFFICE, COMMERCIAL AND PARKING LOT <br />DEVELOPMENTS; PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR <br />PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY'S ELECTRIC UTILITY TARIFFS TO ADD A <br />RATE SCHEDULE COG FOR SPECIAL CONTRACT CUSTOMERS WHO OPERATE <br />ELECTRIC GENERATION FACILITIES IN PARALLEL WITH THE CITY'S <br />SYSTEM; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR PUBLICATION; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Hart moved for approval of ~he Ordinance on first reading and <br />Ms. Kissler seconded the motion.
