CITY OF SAN i\IARCOS
BOARDS AND COM~IISSIONS SURVEY
i\hrch 1992
l. Historic Preservation Commission
Name of Board or Commission
.., Estimate the number of hours your staff spends preparing for :J.nd sc:J.ffing
this board or commission.
The Historic Preservation Commission meets once a month. The amount of staff time depends on the case load
of applications filed with the City. Average staff time per month is estimated as follows:
Intake of applications to the HPC and coordJ"nation with applicantS: Ii hour!
Preparation of stoff reportS, maps and background information: 10 hoW'J
Packet prod1,ction incì:.Jing the preparation of mirwtes of pre\"ioUJ meeting: 8 hoW's
Staff arrendance at meerings 3 ¡"'!Jrs
Follow-up after meetings to oJjícially nor(fy applicants of approvals or denials: ~ h;;urs
3. PI~ase list the amount and types of inform:ltion norm3.lly conta ined in t:ce
board or commission agenda packets.
Agenda cover sheet; minUtes of previous meeting; applications for Certificate of Appropriateness;
map showing the location of the property and surrounding property;. drawings of the proposed chan~es
to historic structure accompanied by color samples; letters or petitions from persons in f:lvor of or
opposed to the request. if submitted to staff prior to the p:lcket deadline; stat1 report including analysis
of the issues and staff recommendation.
4. What types of issues are most commonly dealt with by this board or
commission?
The Historic Preservation Commission hears request for applicants who want to make changes to the
exterior of structures located within one of the City's three historic districts. Such request c;1l1 for the
Commission to act on rather subjective matters of aesthetics and taste. The Commission also advises
the Council on matters related to historic preservation in the community.
5. Does this board or commission continue tD have 3. vi3.clc rolc rebtcd to its
charge or are there any duties th:lC could be e::J.sily handled 3.t the SD.!t
level? Please be specific.
The role of the Historic Preservation Commission is spelled out in the Historic District Zoning Ordinance.
The Commission is also a requirement of the State Historic Commission if the community is to continue to
participate as a member of the Certified Local Government Program. The Historic Preservation Gommission.
the Main Street Advisory Board and the Hays County Historical Society have somewhat overlapping and. in
some cases conflicting, functions. Perhaps one recommendation would be to stUdy the interrelations ship of
these groups and how the overlapping functions might be better coordinated.
6. Would the addition of th~se duties require more stJ.if hQurs or p~rso!1!1el
changes?
Unknown at this time.
This Commission is staffed by the Planning and Development Servlce~ Dpn::¡rtmpnt
