<br />126 <br /> <br /> <br />Regular Meeting November 23, 1992 Page 2 <br /> <br /> <br /> <br />Mayor Morris opened the public hearing and asked if anyone <br />wished to speak for or against the Zoning Ordinance. Dick <br />Peroni, Project Manager for Jackson Chapel United Methodist <br />Church, presented the Council with the site Plan for the Master <br />Plan for Phase One of the construction to begin in about 90 <br />days. Mr. Moore asked why this change was being made to <br />IIMF-3", and Mr. Patterson answered IIMF-3" worked with <br />convenience and consistency of the Master Plan. Pastor Pat <br />Spearman-Brewington stated the sanctuary continues to show <br />their commitment to the Dunbar community because it also serves <br />as an educational and multi-purpose facility which serves <br />disadvantaged youth in the city and county. Pastor Spearman <br />asked for the Council's support. Mayor Morris asked for any <br />other speakers. No one else spoke so Mayor Morris closed the <br />public hearing. Mr. Hernandez moved for adoption of the Zoning <br />Ordinance and Mr. Moore seconded the motion which passed <br />unanimously. <br /> <br />Mayor Morris introduced the review of bids for the $4,600,000 <br />General Obligation Bonds, Series 1992-A. Monty Nitchalous of <br />First Southwest Company advised the Council the city received <br />IIA" ratings from both Moody's and Standard and Poor's. <br />However, the City did not receive an upgrade due to the concern <br />of the tax base and the fact that it has not grown or <br />stabilized to a point of an upgraded rating. The City received <br />nine bids for the General Obligation Bonds. All bids were <br />opened and read aloud by Mr. Nitchalous. Mr. Nitchalous and <br />Mr. Fisher left the Council Chambers to thoroughly review the <br />bids to determine the low bidders. <br /> <br />Mayor Morris introduced for consideration Item 5.A., approval <br />of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE <br />1992-93 FISCAL YEAR ~O PROVIDE FUNDING FOR THE PROVISION <br />OF DIRECTIONAL SIGNAGE FOR SOUTHWEST TEXAS STATE <br />UNIVERSITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first <br />reading and Mr. Moore seconded the motion. Mayor Morris stated <br />last year that a gift in the amount of $1,000 was given to the <br />city from Soloman Cassive of San Antonio and the Council <br />authorized $600 from Hotel Funds for directional signs at the <br />University. Mr. Guerra asked if the signs were state <br />provided. Mr. Gilley stated there were some signs that were <br />state provided; however, all of the City signs will be on city <br />right-of-way or private property. Mr. Gilley said the city is <br />waiting on the vinyl sheeting from 3M Company to complete the <br />signs for placement. FOR PERFORMANCE OF <br />THE FIXED ASSETS INVENTORY AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading <br />and Mr. Plummer seconded the motion. Mr. Hart asked if the <br />City made an option to purchase the equipment to continue this <br />project in the future. Mayor Morris asked if the City had any <br />assets to sell.
