Ron Patterson <br /> Director of Human Resources Carolyn Liner <br /> Director of Airport Jack Doughty <br /> Director of Env. and Engineering Steve Jenkins <br /> Fire Chief Dan O'Leary <br /> Director of Finance Bill White <br /> Director of Library Stephanie Langenkamp <br /> Director of MIS Ramon"a Brown <br /> Police Chief Tom Martin <br /> Director of Health Terry Ewald <br />Also Present: Collette Duran, Kim McCollum, Melissa Millecam, Reg <br />Todd, Jan Hardin, Mike Davis, Irene Hindson, Collete Davis, Mark <br />Minnick, Kim Bradley, Monty Nitchalous, Cheryl Pantermuehl, Lee <br />Hudman and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of an Ordinance on emergency, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, DECREASING THE RESIDENTIAL SOLID WASTE COLLECTION RATE; <br /> PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br /> ORDINANCES; PROVIDING FOR PUBLICATION; AND DECLARING AN <br /> EMERGENCY. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the Ordinance. No one did, so Mayor Morris <br />closed the public hearing. Mr. Moore moved for adoption of the <br />Ordinance on emergency and Ms. Kissler seconded the motion. Mr. <br />Hernandez stated he hopes there will be more focus on the education <br />of citizens in recycling with the next recycling provider. Mr. <br />Moore stated only 27% participated in the recycling program. He <br />asked about the disposition of the bins. Mr. Gilley stated the City <br />should have the recycling program in effect with BFI no later than <br />January 1. Mr. Gilley stated Staff is of the opinion community <br />education is vital for the success of a recycling program, and we <br />have discussed guidelines of education BFI will provide. Mayor <br />Morris stated recycling is of value as a means of reducing the cost <br />for future landfill escalating costs. Mr. Taylor stated the City <br />has not accepted the responsibility of paying $4.00 for each bin. <br />The Council voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br />
