Mr. Higgs stated the city of Kerrville purchased the substation facilities from LCRA, and it has worked out well for them. They did not purchase the land but have a 20-year lease on the land. Their facilities are not similar to ours, and they have trained their own employee to maintain the facilities (Ms. Kissler left the meeting at this time - 2:30 p.m.). Mr. Saffer stated if the ci~y of San Marcos buys the facilities, he recommends the city also purchase the land. Mr. Kahn stated the option is to purchase the facilities, and there is no deadline to purchase the property, but the City has the option to do both. Mr. Kahn stated he believes LCRA would provide an extension of time to determine the cost of the land. If the City does not exercise its option by the end of October on the facilities, we would be giving up our option to purchase the facilities at the cost now being offered. Mr. Gilley stated the City has approximately $1 million designated for the purchase of the substations, but has sufficient fund balance to cover the purchase. SMEU BOARD RECOMMENDATION: Ms. Borm introduced for consideration a recommendation to the City Council regarding the purchase of LCRA Transformers. Mr. Thornton moved to recommend to the City Council the purchase of the facilities and land conditiona~ on the purchase and/or lease of land cost and Mr. Cruz seconded the motion, which passed unanimously. CITY COUNCIL: Mayor Morris introduced receiving the recommendation of the SMEU Board regarding the purchase of LCRA Transformers and direction to Staff. The Council received the above recommendation of the SMEU Board. Mayor Morris stated Mr. Hernandez has requested comprehensive discussion Monday night at the Council's Meeting. It was consensus of Council the Council Members who could not be present today should review the tape of this Meeting, and Mr. Gilley will prepare a slide presentation. , The meeting adjourned at 2:46 p.m. on motion made by Mr. Moore and seconded by Mr. Hart.
