<br /> MINUTES OF THE SPECIAL MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, OCTOBER 19, 1992 <br /> PRESENT: Mayor Kathy M. Morris <br /> Mayor-Pro Tem Betty Jane Kissler <br /> Council Members Billy G. Moore <br /> Rick Hernandez <br /> Ronald K. Hart <br /> * Fred Guerra <br /> Bill Plummer <br /> City Manager Larry Gilley <br /> city Secretary Janis K. Womack <br /> city Attorney Mark Taylor <br /> Municipal Court Judge Ross Allegro <br /> Director of Planning and Dev. Ron Patterson <br /> Also Present: Melissa Millecam, Jana Green, Tom Arledge, Chris Cull <br /> and others. <br /> Mayor Morris called the meeting to order at 6:00 p.m. <br /> Mayor Morris introduced Item 4, to receive the certified Loèal <br /> Government Survey from the Historical preservatiod commission of the <br /> city. Mayor Morris and Billy Moore both stated the survey was a <br /> great planning tool, and complimented the outstanding work. <br /> Mayor Morris introduced Item 3, a discussion and direction to Staff <br /> regarding LCRA Regional Waste Study. LCRA wants the City of San <br /> Marcos to participate in the study. Mr. Gilley advised the Council <br /> CAPCO's draft has been submitted to the Texas Water Commission for <br /> approval. CAPCO and the city Staff have indicated this study would <br /> be a duplication of efforts, and LCRA's involvement in a plan will <br /> probably have financial implications. Mr. Moore stated he did not <br /> think the city should pay twice for'the same work. Mayor Morris <br /> stated she supports LCRA's pursuing the study, but does not think <br /> the City should duplicate efforts (Mr. Guerra present at this time - <br /> 6:16 p.m.). It was consensus of Council to direct Mr. Gilley to <br /> send a letter to LCRA indicating the city will not participate in <br /> the plan. <br /> Mayor Morris introduced an Executive Session pursuant to Article <br /> 6252-17, sections 2(e) and (g), V.A.C.S., to discuss matters where <br /> the duty of the City Attorney to the city pursuant to the Code of <br /> Professional Responsibility of the State Bar of Texas clearly <br /> conflicts with Article 6252-17; evaluation of public officers (city <br /> Manager, city Secretary, Municipal Court Judge, city Attorney). Mr. <br /> Moore moved the Council adjourn at 6:25 p.m. and Mr. Guerra seconded <br /> the motion, which passed unanimously. <br /> Ms. Kissler moved the Council reconvene at 11:06 p.m. and Mr. Moore <br /> seconded the motion, which passed unanimously. <br /> Mayor Morris introduced for consideration approval to set the salary <br /> of the City Manager. Ms. Kissler moved to set the salary of the <br /> city Manager effective October 1, 1992 at $67,000.00 annually and <br /> Mr. Moore seconded the motion, which passed unanimously. <br />¡ Mayor Morris introduced for consideration approval to set the salary <br />- of the city Secretary. Mr. Hernandez moved to set the salary of the <br /> city Secretary effective October 1, 1992 at $31,520.00 annually and <br /> to delete the car allowance and Ms. Kissler seconded the motion, <br /> which passed unanimously. <br /> Mayor Morris introduced for consideration approval to set the salary <br /> of the Municipal Court Judge. Mr. Moore moved to set the salary of <br /> the Municipal Court Judge effective October 1, 1992 at $42,000.00 <br /> annually, $500.00 monthly for part-time magistration and to delete <br /> the car allowance and Ms. Kissler seconded the motion, which passed <br /> unanimously. <br /> * Mr. Guerra present at 6:16 p.m. and left at 10:00 p.m. <br />
