City Council Meeting Minutes January 19,2016 <br /> Pond, Ltd. for approximately 44.70 acres, more or less, out of the L.S. Yeates and <br /> J.R. King Surveys located at the intersection of South Old Bastrop Highway and <br /> Horace Howard Drive, and provide direction to Staff. <br /> A motion was made by Mayor Pro-Tern Thomaides, seconded by Council <br /> Member Derrick, that this Out of City Utility Extension be approved but also <br /> requiring that current Land Development Code Development Standards be <br /> followed as they are for properties inside the City, and that the applicant must <br /> hook up to the City's wastewater system at the time that wastewater lines are <br /> contiguous to the property . The motion carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 14. Discuss and consider the creation and tasks of a Council Subcommittee, to review the <br /> proposed amendments to Chapter 22, Cemeteries and the fees to be charged for <br /> Cemetery Lots, Mausoleum Crypts, and Columbarium Niches at the San Marcos <br /> Cemetery, and provide direction to Staff. <br /> A Council Subcommittee of Council Member Hughson, Council Member <br /> Derrick and Deputy Mayor Pro Tern Prewitt was created to review the <br /> proposed amendments to Chapter 22, Cemeteries and the fees to be charged <br /> for Cemetery Lots, Mausoleum Crypts, and Columbarium Niches at the San <br /> Marcos Cemetery. They could also discuss additional items not listed and will <br /> add members of the Cemetery Commission and citizens with expertise in these <br /> matters to the subcommittee. They hope to have their work completed within <br /> 60 days. <br /> 15. Receive a Staff presentation and update on the 2016 CDBG Action Plan Guidance, <br /> and provide direction to Staff. <br /> Janis Hendrix, Community Initiative Program Administrator, provided the <br /> Council with an update of the 2016 Community Development Block Grant <br /> (CDBG) Action Plan. Staff will continue with the process used last year <br /> relative to Public Service applications and a 15% maximum for Pubic Service <br /> projects. Suggestion for Staff to look for a property with or without an existing <br /> building on the east side of IH 35 for a brick and mortar project that would <br /> offer programming similar to what is offered at the Cephas House. Suggestion <br /> for Staff to retain computers that are phased out of service for potential use in <br /> a project. Staff will look at NGOs that currently offer similar programming. <br /> Staff will provide outside workout equipment options for use in parks. <br /> Suggestion for community gardens on the east side of IH35. Staff will provide <br /> information regarding river cleanups on the east side. Staff will discuss a <br /> Library satellite during Visioning. Suggestion for maintenance paths similar to <br /> City of San Marcos Page 8 <br />
