City Council Meeting Minutes January 19,2016 Pond, Ltd. for approximately 44.70 acres, more or less, out of the L.S. Yeates and J.R. King Surveys located at the intersection of South Old Bastrop Highway and Horace Howard Drive, and provide direction to Staff. A motion was made by Mayor Pro-Tern Thomaides, seconded by Council Member Derrick, that this Out of City Utility Extension be approved but also requiring that current Land Development Code Development Standards be followed as they are for properties inside the City, and that the applicant must hook up to the City's wastewater system at the time that wastewater lines are contiguous to the property . The motion carried by the following vote: For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 14. Discuss and consider the creation and tasks of a Council Subcommittee, to review the proposed amendments to Chapter 22, Cemeteries and the fees to be charged for Cemetery Lots, Mausoleum Crypts, and Columbarium Niches at the San Marcos Cemetery, and provide direction to Staff. A Council Subcommittee of Council Member Hughson, Council Member Derrick and Deputy Mayor Pro Tern Prewitt was created to review the proposed amendments to Chapter 22, Cemeteries and the fees to be charged for Cemetery Lots, Mausoleum Crypts, and Columbarium Niches at the San Marcos Cemetery. They could also discuss additional items not listed and will add members of the Cemetery Commission and citizens with expertise in these matters to the subcommittee. They hope to have their work completed within 60 days. 15. Receive a Staff presentation and update on the 2016 CDBG Action Plan Guidance, and provide direction to Staff. Janis Hendrix, Community Initiative Program Administrator, provided the Council with an update of the 2016 Community Development Block Grant (CDBG) Action Plan. Staff will continue with the process used last year relative to Public Service applications and a 15% maximum for Pubic Service projects. Suggestion for Staff to look for a property with or without an existing building on the east side of IH 35 for a brick and mortar project that would offer programming similar to what is offered at the Cephas House. Suggestion for Staff to retain computers that are phased out of service for potential use in a project. Staff will look at NGOs that currently offer similar programming. Staff will provide outside workout equipment options for use in parks. Suggestion for community gardens on the east side of IH35. Staff will provide information regarding river cleanups on the east side. Staff will discuss a Library satellite during Visioning. Suggestion for maintenance paths similar to City of San Marcos Page 8
