Mayor Morris introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, - TEXAS, CHANGING THE NAME OF BROWNE STREET TO ENDICOTT STREET BETWEEN BURLESON STREET AND VIOLA STREET; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Morris closed the public hearing. Mr. Cox moved for approval of the Ordinance on first reading and Mr. Mooney second~d the motion. Mr. Cox stated there is a valid public safety issue involved in changing the name of the street. The Council voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING FARES TO BE CHARGED BY CAPITAL AREA RURAL TRANSPORTATION SYSTEM FOR USE OF THE SAN MARCOS TRANSIT SYSTEM; AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked £f anyone wished to speak. No one did, so Mayor Morris closed the public hearing. Mr. Guerra moved for adoption of the Resolution and Mr. Mooney seconded the motion. Mr. Barrett, Director of the trolley system, stated it has averaged 850 per week using the system. The Council voted unanimously for adoption of the Resolution. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1994-1995 FISCAL YEAR TO PROVIDE FUNDING FOR ADDITIONAL STAFF IN THE INFORMATION SERVICES DEPARTMENT; AND DECLARING AN EMERGENCY. , Mr. Cox moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held June 26, 1995, approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading and adoption of seven Resolutions on consensus. The Council removed Item 8.B., approval of an Ordinance on second reading, Items 8.D. (2) and 8.D. (7), adoption of Resolutions to be considered separately. Mr. Guerra moved for approval of the minutes of the Regular Meeting held June 26, 1995, adoption of the Ordinance on third and final reading and adoption of the remaining five Resolutions on consensus and Mr. Hernandez seconded the motion, which passed unanimously. The captions of the Ordinance and Resolutions read as follows: Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE ORDINANCE PRESCRIBING QUALIFICATIONS FOR MEMBERS OF THE CITY PLANNING AND ZONING COMMISSION TO ALLOW AN ADDITIONAL MEMBER TO OWN REAL PROPERTY OR RESIDE IN THE CITY'S EXTRATERRITORIAL JURISDICTION; INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE REMOVAL BY THE CHIEF OF POLICE OF MATTHEW HARMATUK AND GENE TUCKER FROM THE CITY'S RESERVE POLICE FORCE; AND DECLARING AN EFFECTIVE DATE.
