<br /> 110 <br />Regular Meeting December 11, 1995 Page 5 <br />Mayor Morris introduced for consideration Item 10.A. (5) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT FOR THE CITY ROOFING REPAIR PROJECT <br />TO OLIVER ROOFING SYSTEMS; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Guerra moved for adoption of the Resolution and Mr. Cox seconded <br />the motion. Mr. Cobb advised this would be paid by insurance <br />coverage and is the result of the Spring hail storm. The Council <br />voted unanimously for adoption of the Resolution. <br />Mayor Morris introduced a discussion regarding the San Marcos <br />Horizons Master Plan. Mr. Patterson provided a handout attached to <br />these minutes and reviewed with Council the Future Land Use Plan. <br />Mayor Morris introduced a discussion regarding the River Road <br />utility expansion. Mr. Gilley stated Mr. Friche's property has <br />water and needs wastewater service. He stated because of the <br />terrain, it would require a lift station at a cost bf $25,000.00. <br />In the general area twenty parcels can connect to the wastewater <br />service when the River Road Project is completed. The capital <br />impact fees can fund this. It was consensus of Council to move <br />forward to provide an 8-inch water line to Kathryn Rich and four <br />additional houses at a cost of $40,000.00. <br />Mayor Morris introduced a discussion regarding the San Marcos <br />Consolidated Independent School District's request for acquisition <br />of 61.23 acres in the J. M. Veramendi League Survey No.1 from the <br />City and Hays County for a potential location of a bus <br />barn/maintenance center. Mr. Gilley'advised the Council the County <br />has expressed an interest in selling the property. It was consensus <br />to place this item on the agenda for the next Joint Workshop of the <br />City, County and School District. <br />Mayor Morris introduced a discussion regarding use of dedicated <br />parkland by the Youth Soccer Association. Kelly Allison, President <br />of the Association, stated 600 kids participate in the soccer <br />program, and he thanked the City and Parks Department for 'the <br />excellent fields. They are requesting the City Council place on the <br />ballot in May approval for a long-term lease for their exclusive use <br />during soccer season. The City receives grant funds from Texas <br />Parks and Wildlife, and although we do not think this would <br />jeopardize our grant funds, Mr. Taylor will research this legal <br />issue. This matter also needs to be reviewed by the Parks and <br />Recreation Advisory Board and will corne back to the City Council ln <br />the near future. <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />advised the Council on Saturday at the Christmas party, it was <br />announced Victor Rojo is the Employee of the Year. (2) Laura <br />Huffman attended a meeting of the Urban Land Institute in Austin <br />regarding regional partnerships. They will hold a second conference <br />regarding urban planning in the Spring and are looking for <br />participation and sponsors from area cities. The City Council <br />expressed interest in being a sponsor. <br />Mayor Morris introduced the City Attorney's Report. . Mr. Taylor had <br />no report at this meeting. <br />Mayor Morris introduced the City Council's Report. (1) Mayor Morris <br />participated in a meeting with Bill West of GBRA on Wednesday and <br />provided the Council with notes taken in that meeting regarding <br />regional treatment. Staff was directed to look at this information <br />and in January provide the Council with firm prices and how this can <br />mesh with the City's system. Mr. West stated GBRA had to identify <br />the needs of the surrounding area before they could put together a <br />formula for a regional project. <br />
