City Council Meeting Minutes February 16,2016 <br /> PRESENTATIONS <br /> 3. Receive a presentation from Staff on the Cost of Service/Rate Study Project for the <br /> Electric Utility conducted by Steve Moffitt of Schneider Engineering, Ltd., and provide <br /> direction to Staff. <br /> Tom Taggart, Executive Director of Public Services, provided the Council with <br /> a presentation on the Cost of Service/Rate Study Project for the San Marcos <br /> Electric Utility. No direction was provided. <br /> 4. Receive a Staff presentation and discuss the projects and activities for the Clean <br /> Community Fee, and provide direction to staff. <br /> Heather Hurlbert, Director of Finance, provided the Council with a <br /> presentation regarding the Clean Community Fee. Staff will bring back a <br /> discussion item regarding dumpster regulations. Staff will also bring back a <br /> discussion regarding cleaning and maintenance of medians. Council also <br /> requested a discussion of a logo. <br /> 6:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> Angela Oliver—provided written comments. <br /> Lisa Marie Coppoletta, addressed the Council regarding item #12 and asked <br /> that it be postponed. She spoke about her concerns with downtown parking. <br /> She asked that Item #11 be approved. She spoke about the Code Rodeo <br /> consultant selection. She then addressed her concerns with downtown flooding <br /> and other businesses impacting others. <br /> Jason Montgomery, addressed the council regarding his application for boards <br /> and commissions and asked that he be positively considered. He also addressed <br /> parking downtown and the ability for handicapped or seniors to park for free. <br /> Jennifer Rogers, addressed the council regarding her interest in being <br /> appointed to the Planning and Zoning commission, and asked for positive <br /> consideration. <br /> Samantha Kelling, addressed the Council on behalf of Bobcat Build April 2nd <br /> from 10-2, and gave an overview of what the event is about.
