City Council Meeting Minutes January 28,2016 <br /> • Add bullet for "Enhance residential and commercial code enforcement <br /> • Easter Seals has offered additional contract to provide cleaning of the <br /> right-of-ways. Staff will be engaging in follow up to determine this <br /> opportunity. <br /> • Maintain emphasis on: clean-up, gateway monumentation, lighting along IH <br /> 35, Wonder World extension and intersections while including projects that <br /> will be highly visible examples of the use of the clean community fee. Staff will <br /> be bringing the Gateways Plan from the Neighborhood Commission to the <br /> Council for final approval. <br /> • Explore TxDOT low maintenance plantings along highway corridors, <br /> particularly IH 35. <br /> • Linear Parks/Trails along Hi-Line corridors. <br /> • Expand Parklet processes for maintenance, repair, litter and debris to other <br /> types of projects and areas. <br /> Council took a recess from 10:31 a.m. until 10:50 a.m. <br /> Goal#3 —Continue Downtown redevelopment <br /> • Revisit the Facade Grant Program policy. <br /> • Continue to encourage owners to clean, beautify and utilize Facade <br /> Improvement Program. <br /> • Provide for follow-up and monitoring by Staff. Staff will ensure that an <br /> accurate history of previous discussions and/or actions of the Council <br /> regarding an item are included on agenda request forms. <br /> • Possibly include the requirement of volunteer hours for community cleanup <br /> of litter and debris a condition of Facade Grant Program and agreement. <br /> • Explore utilization of Municipal Court to require cleanup of litter. <br /> • Continue with development of Parking Management Program. RFP award <br /> going to Council as soon as April 19, 2016. <br /> Goal#4—Recruit employers that will provide job opportunities for knowledge <br /> and skilled manufacturing workers. (Retitle this goal: Economic Development) <br /> • Add bullets for: "Emphasize quality jobs" and "Regional cooperation" <br /> • Staff will provide a secure FTP site with ED application information for <br /> Council review prior to consideration. Staff will develop limits on acceptable <br /> Non Disclosure Agreements (NDAs) within the scope of the law. <br /> • Revisit the 2013 Economic Development Policy to include more specifics and <br /> to also develop and convey Council expectations to the Greater San Marcos <br /> Partnership. <br /> • Survey other cities to gain an understanding on other cities' ED policies and <br /> to also determine which cities provide ED services in-house vs. contract to <br /> City of San Marcos Page 2 <br />
