Consider ordinance increasing the monthly rate for recycling center services from $0.55 to $0.71 per residential customer; including procedural provisions; and providing an effective date; and consider ordinance on first of two readings. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, to adopt the ordinance on the first of two readings. The motion carried unanimously. 21. Consider an ordinance amending Article 2, Division 2 of Chapter 86, Water Conservation, of the San Marcos City Code; and providing an effective date; and consider ordinance on the first of two readings. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Couch, the City Council voted five (5) for and two (2) opposed, with Councilmembers Thomaides and Bose voting against, to adopt the ordinance on the first of two readings. There were no questions. • 23.Executive Session In accordance with the Texas Government Code §551.074 - Personnel Matters, the San Marcos City Council convened into Executive Session at 9:28 p.m. on Tuesday, June 2, 2009 in order to continue discussing matters pertaining to: A. Deliberation on the evaluation of a public officer or employee; to wit: City Manager The Executive Session adjourned at 11:06 p.m. on Tuesday, June 2, 2009. 24. Reconvene and Consider Action on Item Discussed During Executive Session. The San Marcos City Council reconvened into regular session at 11:07 p.m. on Tuesday, June 2, 2009. The City Council met with the City Manager for the purpose of a performance review with the Council, Dr. Richard Lewis and Joanna Ford. The City Manager received feedback, and the Council gave direction to Dr. Lewis as to follow up steps that will be taken during the next few weeks to support the Council review outcome. 0 RM060209 Minutes Page 7
