ENERGY MANAGEMENT REPORT SEPTEMBER 2003 CITY Or SAN MARCOS <br />8.0 CAPITAL IMPROVEMENT PROJECTS <br />This section is intended to describe capital improvement projects that have energy savings <br />opportunities but cannot be justified solely based on the potential energy savings. However, <br />these projects may be considered essential to ensure optimum system performance, enhance <br />occupant comfort and to improve overall building efficiency. Capital Improvement Projects <br />identified during the preliminary analysis are detailed below. Project cost estimates include <br />complete design and construction management services. <br />EMS & VAV UPGRADES- MUNICIPAL BUILDINQ <br />Upgrade the existing Energy Management System (EMS) at the Municipal Building to a full <br />DDC system. In addition, retrofit and modify existing Variable Air Volume (VAV) boxes <br />located throughout the facility. These modifications will help minimize the run time of the units <br />while maintaining comfort throughout the facility. <br />Estimated Implementation Cost: $110,000 <br />RI TRO-COMMISSIONING (RCx): MUNICIPAL. BUILDING <br />If the Municipal Building undergoes the above mentioned Capital Improvements and Energy <br />Retrofit Projects (Section 7.0), the City should consider Retro-commissioning (RCx) the <br />building. The Retro-commissioning process will ensure the building's equipment and systems <br />function together as intended. Based on the age and existing condition of the building, Retro- <br />commissioning will help resolve problems that have developed throughout the building's life. In <br />general, retro-commissioning will improve the building's operations and maintenance (O&M) <br />procedures to enhance overall building performance. <br />Estimated Implementation Cost: $15,000 <br />1NSTAT,1, BACKUP CHILLER- POLICE DEPARTMENT <br />Presently the Police Department's 14VAC system relies on one (1) Air-Cooled Chiller to meet <br />the building's air-conditioning needs. The City should consider installing a backup chiller to <br />improve the reliability and performance of the HVA.C system. <br />Estimated Implementation Cost: $135,000 <br />1 f- <br />LOCAL GOVERNIENT ENERGY MANAGEMENT PROGRAM,.,._.__ ?
